Description

The VA National Acquisition Center (NAC) intends to issue a Request for Proposals (RFP) for the VA Medical Center in Roseburg, OR to interested sources to provide the following line items: ITEM # 1 Soiled and Clean Side Floor Scales Furnish and install two (2) each, non-recessed floor scales with a maximum weight capacity of 3000 pounds. One of these scales shall be installed in the soiled area near the loading docks and the other scale shall be installed in the clean area off the loading docks. ITEM # 2 Soiled and Clean Side Conveyor Systems Refurbish Cart Dumper and Semi Automated Soiled Sorting, Transfer and Storage Conveyors on the Soil Side and Clean Side Linen Take-Away Conveyor: 2A. Cart Dumper 2BConveyors: (Soiled Storage, Soiled Transfer, Soiled Sorting and Clean Side Take Away Conveyors) 2C.Soiled Sorting Weight Sling Carts: Furnish and install 10 soiled weigh sling carts. 2D.Refurbish Semi Automated Soil and Clean Side Monorail Systems: ITEM # 3 Production Wash Systems and Associated Components 200/300 POUND WASHER-EXTRACTOR 3A.Furnish and install new, one (1) each, front/top side loading pass through washer-extractor. The washer-extractor shall be of the shell and cylinder type. The size (capacity) shall be based on 5.7 pounds of soiled textiles per cubic foot of cylinder volume (GROSS). Wash System Central Controls The 200/300 LB washer extractor shall incorporate the latest version of the wash system controls that will interface with the color touch screen controls of the washer extractor offered: Furnish and install wash system controls on each individual machine and as part of one central control. A color laser jet printer shall also be supplied and installed to provide the manager with printable data and reports. The wash system control shall be located in the textile care managers office. The system shall include all programs currently available with the wash system controls. The system shall allow for both visual and actual print-out of data. 3B - 400/500 LB Washer Extractor Furnish and install new, two (2) each, 400/500 LB. multi pocket washer extractors with total waste water heat recovery capability. The washer-extractors shall be of the shell and cylinder type. The size (capacity) shall be based on 5.7 pounds of soiled textiles per cubic foot of cylinder volume (GROSS). Washers shall be loaded by sling. Above the washer extractor, install an I-beam or similar device, with a minimum ½ Ton hoist for the removal and replacement of motors for the maintenance of the washer extractor. 3C - Staph Barrier Wall Furnish and install a new glass staph barrier wall. The new glass wall shall be designed around the new washer extractors. ITEM # 4 Production Drying System and Associated Components 200/300 POUND GAS HEATED DRYING AND CONDITIONING TUMBLER WITH DRYER TAKE-AWAY CONVEYOR AND EXTERNAL LINT COLLECTION SYSTEM: 4A Furnish and install one (1) each 200/300 pound gas heated dryers with external lint collection. The dryers shall have a color touch screen controls. The cylinder size (rated capacity) shall be 200/300 pounds, based upon a maximum 2.96 pounds per cubic foot of cylinder space. Dryers shall be capable of being sling loaded from an existing monorail system. Any changes to the monorail spurs that load the dryers shall be the responsibility of the successful offeror. 4B - 400/500 POUND GAS HEATED DRYING AND CONDITIONING TUMBLER WITH DRYER TAKE-AWAY CONVEYOR AND EXTERNAL LINT COLLECTION SYSTEM: Furnish and install one (1) each 400/500 pound gas heated dryers with external lint collection. The dryers shall have a PC-based color touch screen controls. The cylinder size (rated capacity) shall be 400/500 pounds, based upon a maximum 2.96 pounds per cubic foot of cylinder space. Dryers shall be capable of being sling loaded from an existing monorail system. Any changes to the monorail spurs that load the dryers shall be the responsibility of the successful offeror. 4C - AUTOMATIC DRYER DISCHARGE TO A NEW DRYER TAKE AWAY CONVEYOR 1.Discharge of production tumblers shall be automatic to a new flat-belt dryer take away conveyor. The flat-belt conveyor shall be equipped with a photo-electric eye that will prevent dried items from falling off the end of the conveyor. Employees will jog dry loads into sling carts. A slip clutch shall also be installed to prevent damage to belts in case of a linen jam. 2.The dryer discharge conveyor shall have a beacon rotary LED light (colored YELLOW) identifying 4D - WASTE MANAGED AUTOMATED LINT COLLECTION SYSTEM Furnish and install one (1) each automated lint collection system. The successful offeror shall install a new automated system that will accommodate the 200/300 LB and 400/500 LB Drying and Conditioning Tumblers. The lint collectors shall be located on the roof of the laundry facility. ITEM # 5 SEMI AUTOMATIC CART WASHER/DRYER Furnish and install one (1) each, semi-automatic linen cart washer/dryer system on the storage and loading dock room next to the soiled side and mechanical room. The cart washer and room shall be protected from weather conditions that may cause damage to the unit. A. The cart washer/dryer shall be engineered to provide a clean sanitary wash and automatic drying for modern plastic and fiberglass laundry/linen carts that could be open top shelf. The cart washer will be manually fed on the loading side and automatically discharged to the production floor on the clean side upon completion of washing cycle. The cart washer shall have a Color touch screen control display. 1. The cart washer shall have a Color touch screen control display. The cart washing system shall have a minimum capacity of washing and blow-drying 20 carts per hour with minimal water remaining inside the cart. ITEM # 6 Thermal Fluid Flatwork Ironing System Furnish and install one (1) each, color touch screen controls & information systems" that incorporate automatic/manual machine operation, self-testing, fault display and built-in diagnostics controlled flatwork ironing system capable of adjusting the speeds of the spreader-feeding machine, ironer, and folder-cross folder machine from one location. The flatwork ironing system shall be capable of holding and feeding flatwork until folded and stacked and shall consist of: 6A.Replace Components and replace feed belt on the conveyor and paint the existing sheet feed conveyor on the clean side of the textile care processing facility. 6B.Ordering Data (Medium Production Combination Spreader Feeding Machine) Furnish and install one (1) each - clip or clipless spreader feeding machines. Spreader feeder shall be capable of meeting ironer production requirements. 6C.Ordering Data (Medium Production Thermal Fluid Flatwork Ironer) Furnish and install one (1) each, self contained thermal fluid heated flatwork ironer. The flatwork ironer shall have a color touch screen controls & information systems" that incorporate automatic/manual machine operation, self-testing, fault display and built-in diagnostics. The flatwork ironing systems shall consist of: 6D.Ordering Data Medium Production Folder Cross Folder with Large Piece Stacker Conveyor Furnish and install one (1) each - Four lane primary and three cross fold combination folder-cross-folder. Folder shall be an integral unit equipped with a conveyor feed and capable of meeting ironer production requirements. Production requirements - 1080 sheets per hour, 900 pillowcases per hour, 900 (36 inches X 36 inches) double thickness cotton surgical wraps per hour, 900 (24 inches X 24 inches) double thickness cotton surgical wraps per hour. ITEM # 7 90/100 Pound Washer Extractors with Steam Injection Furnish and install new two (2) each, front-loading soft mount washer-extractor on the clean side of the laundry. The washer-extractors shall be of the shell and cylinder type. ITEM # 8 110/120 GAS HEATED DRYING AND CONDITIONING TUMBLER WITH INTERNAL LINT COLLECTION Furnish and install new, two (2) each, 110/120 pound GAS heated drying and conditioning tumbler with internal lint collection. ITEM # 9 Small Piece Folders: Furnish and install two (2) each Small Piece Folders with color touch screen controls & information systems" that incorporate automatic/manual machine operation, self-testing, fault display and built-in diagnostics. Folders shall be located near the folding tables so they may be used in tandem. Folders shall include a digital counter and be return to feed. ITEM # 10 Folding Tables Furnish and install three (3) each, folding tables and storage devices. ITEM # 11 Refurbish Existing Central Dry Vacuum System ITEM # 12 Hot Water Storage / Heat Recovery System / Air Compressors With Refrigerated Air Dryers and Energy Monitoring System- General Furnish and install new, one (1) system. ITEM # 13 - Large Piece Blanket Folder 13 A.Ordering Data Production Blanket Spreader Feeding Machine Furnish and install 1 (ea), two (2) operator, clip or clip-less blanket spreader feeding machine. Spreader feeder shall be capable of meeting blanket production requirements. The blanket folder shall include digital piece counters and rear discharge to a clean take away conveyor. 13 B.Ordering Data Production Blanket Folder Cross Folder with Stacker Conveyor Furnish and install 1 (ea) - blanket folder-cross-folder. Folder shall be an integral unit equipped with a conveyor feed and capable of meeting blanket production requirements. Production requirements - 500 thermal blankets per hour, 500 bath blankets per hour and 500 bed spreads per hour. Thermal blankets, bath blankets and bed spreads will each run separately. ITEM # 14 Refurbish Existing Flow Rack This equipment is to be installed at the Department of Veterans Affairs (VA) Medical Center in Roseburg, OR. This procurement will be advertised as a Small Business Set-Aside.
