Description
This is a Sources Sought Synopsis announcement. The purpose of this synopsis is to survey the market and gain knowledge of potential qualified interested contractors for completing the work effort relative to NAICS 237990-OTHER HEAVY AND CIVIL ENGINEERING CONSTRUCTION. This is not a Request for Proposal. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. U.S. Army Corps of Engineers, Buffalo District seeks sources for below project. The Middle Miter Gate is part of the original construction (1914) of the Black Rock Lock, a navigation project located adjacent to the Niagara River on property of the U.S. Army Corps of Engineers in the Black Rock neighborhood of the city of Buffalo. The gate is comprised of two separate, identical leafs, each constructed of a steel frame and outer steel skin weighing approximately 76-Tons (152,000 pounds) and measuring 38 feet high by 38.5 feet long by 4 feet deep/thick. One leaf is mounted in the West Wall of the lock and the other is mounted in the East Wall. The gate has not been operated since the 1970s, thus the exact condition of the steel and connections that comprise the gate leafs is unknown. The Contractor will access the chamber of the Black Rock Lock from the Black Rock Canal to permanently remove the two (2) horizontally framed, single skinned miter gate leafs. At the Contractor's discretion, work may be done "in the wet" with the lock chamber at normal operating water levels, which is from 564.2 Niagara River Low Water Datum (NRLWD) to 569.2 Lake Erie Low Water Datum (LELWD), or work may be done "in the dry" with the lock chamber dewatered by the Army Corps between mid-January and mid-February 2015. A third option available is to remove gate leafs over a 2-3 period in January/February 2015 as part of the planned lock chamber dewatering, with the Army Corps providing water levels in coordination with the Contractor to facilitate leaf removal. Location for disposal/recycling of the gate leafs will be off-site and at the Contractor's discretion. The Government reserves the right to salvage selected machinery parts and/or structural units from the leaves. The Government will direct the Contractor where these items are to be placed. The Contractor shall determine whether gate leafs will be removed as one single unit or will be cut into multiple pieces that are removed individually (e.g. 5 or 10 ton pieces). The Government makes no assurances or claims with regard to the soundness of the 100 year old gate leafs and is not recommending any particular cutting, slinging and removal method or technique. Except for the galvanized steel safety ladder found on each gate leaf (2 total) that will be carefully removed by the Contractor and provided to the Government, all removed steel and ancillary pieces of metal, wood, concrete, etc. will become the property of the Contractor and disposed of or salvaged/recycled as directed by the Contractor. Salvaging/recycling is encouraged. Lead-based paint (LBP) is found on the gates and will be the responsibility of the Contractor to manage and safely dispose of in accordance with the Contractor's Lead Compliance Plan developed under EM 385-1-1. The project completion date is set at 150 days following contract award. Notice To Proceed (NTP) will be granted by the DCO following contract award after Contractor provides Performance and Payment bonds. Official Solicitation will likely be issued the begining of August of this year. Offeror's response to synopsis shall be limited to 8 pages and shall include the following information: -Offeror's name, address, point of contact, phone number, and e-mail address; -Offeror's business designation (eg. Large, Small, 8(a), etc); -Commercial and Government Entity (CAGE) Code; -Offeror's interest in bidding on the solicitation once it is issued; -Offeror's capability to meet the requirements including specific equipment and experience; -Offeror's ability to perform at least 15% of the effort with its own equipment; -Offeror's capability to perform a contract of this complexity, comparable work performed within the past 5 years, including a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of project. Interested Offerors shall respond to this Sources Sought Synopsis no later than 3:00PM (EST) on 24 July, 2014. E-mail is perferred method of replying to this synopsis.
