ATTACH A _ FY 2014 – 2016 Cohort Vendor Collaboration Slides ATTACH B_Draft i3 PWS ATTACH C_ i3 FY 2014 – 2016 Cohort Capability Statement Instructions The U.S. Department of Education (the Department) is hosting a Vendor Collaboration Webinar Event to provide pertinent details regarding a new Fiscal Year 2014 procurement: Evaluation of Investing in Innovation (i3) FY 2014 - 2016 Cohorts; on behalf of the Departments' Institute for Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE). The Department's intent is to host a Webinar during which interested parties and prospective offerors can obtain key information on the requirement, to allow for a robust understanding of the respective requirement in its entirety, to obtain valuable feedback from industry, and to provide a platform whereby both large and small businesses may obtain the information on other interested parties to support robust small business subcontracting opportunities, partnering and/or teaming arrangements. Attachments to this notice are as follows: Attachment A - i3 FY 2014 - 2016 Cohort Vendor Collaboration Slides Attachment B - Draft i3 PWS Attachment C - i3 FY 2014 - 2016 Cohort Capability Statement Instructions A brief overview of the requirement and logistical information for the Vendor Collaboration Webinar Event is provided below: Requirements Overview The U.S. Department of Education's (Department) National Center for Education Evaluation and Regional Assistance Division (NCEE) intends to award a contract in FY 2014 that will provide technical assistance to the local evaluators of Investing in Innovation (i3) grantees and conduct a cross-site analysis to summarize the results from these evaluations. A key purpose of the i3 grants is to identify effective practices that can be shared and taken to scale based on demonstrated success. Grantees of the i3 program are required to fund an independent evaluation. This anticipated contract will provide technical assistance to the i3 grantees' independent evaluators to ensure that the evaluations are well-designed and well-implemented to maximize what is learned and accomplished from i3 funds. Additionally, this anticipated contract will provide technical assistance on the conduct of these evaluations to maximize the strength (with a goal of meeting What Works Clearinghouse evidence standards) and quality of their implementation data and performance feedback before conducting a cross-site analysis of the results of the evaluations. Period of Performance: The period of performance for the anticipated contract is 98 months is broken out as shown below: The Base Period covers the first year of the FY 2014 cohort grant activities with five option periods covering years two through five and produce a final report for the FY 2014 cohort. Option periods six through eleven cover the FY 2015 cohort grant activities and final report. Option periods twelve through seventeen cover the FY 2016 cohort grant activities and final report.
