Description
The National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for facilities operations, maintenance and institutional support. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The KSC requirements include the following: Mission-focused institutional support to the National Aeronautics and Space Administration (NASA) and United States Air Force (USAF) programs and projects. This support includes operations, maintenance, engineering, and repairs including preventive maintenance, predictive testing and inspection, plant, bridge, and landfill operations, system engineering, design engineering, and construction support services of assigned Facilities, Systems, Equipment, and Utilities (FSEU). Engineering support is also required on assigned FSEU located on Cape Canaveral Air Force Station (CCAFS) in NASA facilities. FSEU includes electrical, mechanical, structural, civil, monitoring and control systems, pressure vessels, and heavy equipment in over 750 facilities of varying complexity. This support also includes institutional logistics and transportation services. The North American Industry Classification System (NAICS) code for this procurement is 561210, Facilities Support Services, with a size standard of $38.5 million. Potential contract value is expected to exceed $350 million over a 5 year period. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. The Government anticipates a single award of a fixed-price contract with an indefinite-delivery, indefinite quantity (IDIQ) component (reference FAR Part 16 Types of Contracts) to satisfy its requirements as safe, reliable, and cost effective as possible. Please comment on this contract type and indicate any experience/lessons learned (including advantages and disadvantages) with providing similar services under a fixed-price and/or IDIQ contract. The preliminary acquisition schedule is provided below, subject to revision as requirements evolve. The Draft request for proposal (DRFP) is anticipated to be released on or about November 2014. Final RFP is anticipated to be released on or about January 2015 with contract start on October 1, 2015. Response Information: Interested firms should provide answers/comments to any or all of the following general questions and acquisition specific questions delineated below within the specified page limitation. 1. Provide a capability statement indicating the ability to perform all aspects of the effort described herein. 2. For small businesses that cannot perform the entire scope: what portion(s) of this scope could your company perform? Responses must include the following: Name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), Woman-owned, Veteran Owned, Service Disabled Veteran Owned, Historically Underutilized Business Zone and Historically Black Colleges and Universities)/Minority Institutions; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). Response Instructions: The requested responses are for information and planning purposes only. NASA does not intend to post information received to any website or public access location. NASA does not plan to reply to the individual responses, and respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. Responses to this synopsis may be utilized in formulating the Governments acquisition strategy and requirements. All responses should be provided electronically in Microsoft Office compatible document format. Responses should not exceed 5 pages (format: 8.5 x 11, 12-point, Times New Roman font) and should reference NNK14521202L.
