- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Heart, Lung, and Blood Institute (NHLBI), intends to negotiate and award a purchase order on a non-competitive sole source basis to Fluidigm Corporation, 700 Shoreline Court, Suite 100 South San Francisco California 94080 to procure the following: Procurement: 1. Access Array 48.48+ Sample Loading Kit - 10 Chip Package, Item Number: AA-M10-48.48, Quantity: Six (6) Each. 2. Access Array Multiplex Target-Specific Primers, Item Number: ASY-AAX, Quantity: Five Hundred and Fifteen (515) Each. PERIOD OF PERFORMANCE: Delivery upon receipt of Award BACKGROUND: The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI), mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. NHGRI Investigators in the Cancer Genetics and Comparative Genomics Branch (CGCGB) seek to identify and study genes that contribute to cancer susceptibility and progression. They focus on inherited and somatic (body cell) mutations that contribute to cancer susceptibility syndromes and to the development of various aggressive cancers, including prostate, endometrial, bladder, lung, head and neck, and gastric cancers. They also study the relationship between genetic variation and cancer progression and pursue the discovery of both inherited and somatic variants that lead, specifically, to fast-growing and aggressive tumors. JUSTIFICATION : The Fludigm Access Array 48.48 Arrays, Reagents and Primers are being procured to genotype from exome sequencing of 75 hereditary prostate cancer families. NHGRI analysis of the exome data highlighted over eight hundred variants and multiple whole genes which might be important in prostate cancer susceptibility. The follow up experiment is designed to validate the genotypes identified in the exome sequencing and to test for the association with prostate cancer risk in a population-based, case-control study. Given the results of this analysis it was necessary to utilize a technology that allows not only genotype individual variants but to re-sequence whole genes as well. Another important aspect of the technology is that is needed is a method that can genotype a large number of amplicons using only a small amount of DNA. The Fluidigm Access Array fits the needs for the research and clinical researchers. Additionally, it will allow researchers to genotype 515 amplicons covering single variants and whole genes using only 100ng of starting DNA, which is almost unmatched in terms of the number of amplicons and the amount of starting material. This procurement is also compatible to be used on Fludigm's DNA Sequencing System. REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-74 (July 1, 2014). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
