Description
The Aviation Applied Technology Directorate (AATD) Contracting Division, Army Contracting Command, intends to negotiate on a sole-source basis in accordance with FAR Part 13.106-1(b), Soliciting from a Single Source, with Kahn Industries, Inc., 885 Wells Road, Wethersfield, CT 06109. The proposed contract action, a commercial item contract in accordance with FAR Part 13, is for procurement of one (1) fully integrated Engine Load Absorption Water Brake (Hydraulic Dynamometer) System, model number 406-040, capable of efficient absorption of engine torque produced by higher power, aviation turboshaft engines. This system must be capable of load absorption up to 10,000 shaft horsepower at a direct drive speed of up to 16,000 revolutions per minute. The procured system will be inclusive of all system elements required for seamless integration of the dynamometer system into the existing engine test facilities at AATD, Fort Eustis, VA 23604, to include a lubrication system, an automatic dynamometer control system, a hydraulic power unit, a calibration system, an engine test stand, mounting adapters, a flywheel, and a spindle. These system requirements have been identified as the fundamental operational characteristics needed by the Joint Multi-Role/Future Vertical Life Heavy aircraft. The Engine Load Absorption Water Brake (Hydraulic Dynamometer) System, model number 406-040, has been found to be the only model capable of providing the high speed and high load power absorption capabilities required by the turbine engines to be tested within the AATD Engine Test Facility. The operational characteristics provided by this system will also accommodate anticipated power requirements for CH/MH-47 aircraft propulsion system upgrades. Five (5) days of on-site commissioning assistance services are required to perform inspection of the installation and supervision of the initial dynamometer system startup. This system will be available as a commercial item. A contract will be issued on a firm-fixed-price basis. The intended source, Kahn Industries, Inc., is the original equipment manufacturer of this dynamometer system. The applicable North American Industry Classification Standard code is 334513. The small business size standard is 500. No request for quotes/proposals will be posted. Interested sources may identify interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will review and consider all capability statements or proposals received within the closing date set in this notice. The Government retains the sole discretion on the decision whether or not to conduct this requirement competitively based upon information received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies submitting such statements shall reference W911W6-14-T-0004 in all correspondence with the Government. Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government. Offerors must be in good standing with the Government according to the Active Exclusion Records located in the System for Award Management Web site https://www.sam.gov. Capability statements are due not later than July 23, 2014, 2:00 p.m. Eastern Standard Time.
