- The US Army Corps of Engineers (USACE), Baltimore District, intends to issue a Request for Proposal (RFP), Number W912DR-14-R-0041, for the Multiple Award Radiological Transportation and Disposal Services (MARTADS) contract for transportation and disposal (T&D) of radiological waste located primarily in the USACE North Atlantic Division (NAD) mission Area of Responsibility (AOR) within the Continental United States (CONUS) on or about 15 August 2014. The NAICS code is 562211 Hazardous Waste Treatment and Disposal. It is anticipated that up to five (5) Fixed-Price with Economic Price Adjustment (FP EPA) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts will be awarded under this RFP. In addition to the five (5) IDIQ contract awards, the seed task order will be awarded at the time of IDIQ awards. All work to be acquired under the contract will be accomplished by the issuance of individual Fixed Price with Economic Price Adjustment task orders. The ordering period will be for ten (10) years and the estimated total shared capacity for the Multiple Award Task Order Contract (MATOC) is $225 Million. This MATOC is reserved for Small Business concerns. The minimum guarantee for each contract is $18,000. MARTADS is intended to provide T&D services at various sites throughout the North Atlantic Division, where waste remediation actions are occurring. The services include, but are not limited to: providing Department of Transportation (DOT) approved waste containers for radiological waste, providing transportation (rail or truck), and disposal for certain radiological impacted wastes. The contract will be acquired using Source Selection procedures as identified in FAR 15.3 and will be awarded to the Offerors who provide the best value to the Government. This procurement is reserved for small business contract awards. Small businesses, including all categories of small businesses, (women-owned, service-disabled veteran-owned, HUBZone, etc) are encouraged to participate. The small business size-standard for this NAICS Code is $38,500,000. The Government intends to make award without discussions. Therefore, the Offerors' initial proposal should contain the Offerors' best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. The Government intends to award the contracts by approximately November 2014. Offerors must be registered in the System for Award Management (SAM) database in order to participate in this procurement. The website for SAM is http://www.sam.gov.
