- NASA intends to award a sole-source contract extension to Sigma Space Corporation (Sigma) pursuant to 10U.S.C 2304(c)(1), Only One Responsible Source, in support of Goddard Space Flight Centers (GSFC) Hydrospherical-Biospherical Sciences (HBS) Laboratory within the Earth Sciences Division. This procurement is to extend the effective ordering period of contract NNG09HP18C for six months, from August 1, 2014 through January 31, 2015. The extension to the current HBS contract is necessary because award of the follow-on HBS contract, which was planned to go into effect on August 1, 2014, has been delayed due to a size protest to the United States Small Business Administration (SBA) and a selection protest to the United States Government Accountability Office (GAO). Sufficient time is required to finalize the follow-on contract award activities in lieu of the delay. This extension will allow for a continuation of task orders for current services, for modifications to existing services, and for new task work until the HBS competitive follow-on contract is in place. The current contractor, Sigma, is required to provide on/off-site support to the Hydrospheric and Biospheric Sciences Laboratory (HBS) in the following areas: 1. Science Research: Hypothesis verification, Modeling and simulation, and Scientific mission planning and execution; 2. Computing: Systems (computing and network) and Science processing operations; 3. Science Instrumentation: Mechanical engineering (technical and assembly), Electronic design, engineering, and analysis, Optical and laser design, engineering, and analysis, Bench checkout equipment, Laboratory and field experiments; 4. Administration: Education and outreach, Technical writing, Media development, Projects, Meetings, visits, and consultations, Organization, Property, Safety; and 5. Calibration & Validation: Algorithm and software development, Characterization and modeling, Data analysis, Laboratory and field activities, Logistics, Reporting. The Contractor shall provide all necessary resources, including personnel, facilities, equipment, and materials, unless otherwise provided by the Government, in order to meet the performance-based work requirements. The contract extension is necessary in order to ensure program continuity and critical mission support and to avoid significant technical impacts to the HBS Laboratory and other supported organizations. Sigma, as the current incumbent, is the only responsible source qualified to perform this requirement due to its current performance of tasks related to numerous complex NASA programs such as Ice, Cloud and land Elevation Satellite II, ATLAS, James Webb Space Telescope, Global Precipitation Measurement, Geostationary Operational Environmental Satellites, and Joint Polar Satellite System. Additionally, awarding a contract extension to Sigma will avoid unnecessary duplication of effort as competition for a follow-on contract is near completion. Sigma, as the current contractor, has the combined training, experience, and expertise to provide uninterrupted continuation of mission critical support. Due to the time and substantial duplication of costs involved in procuring and phasing in another contractor, Sigma is considered the only contractor that can meet GSFCs needs given the short extension period. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on July 30, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
