Description
DRAFT Statement of Work (SOW) for Databank Project Title: Databank Project The U.S. Department of State, Office of Acquisition Management (AQM), is issuing this Sources Sought Notice, as a means of conducting market research to identify parties having an interest in, and the resources to support this requirement for the U.S. Foreign Assistance Resources Bureau. The results of this market research will contribute to determining the method of procurement and will assist DOS in developing and further defining procurement and acquisition strategies. This market research will identify potential small business sources (including 8(a) business development participants, veteran-owned small businesses, service disabled veteran-owned small businesses (SDVOSB), HUB Zone small business concerns, small disadvantaged businesses, women-owned small business concerns and economically disadvantaged women-owned small business concerns). The anticipated North American Industry Classification System (NAICS) Code assigned to this procurement is 541511 (Custom Computer Programming Services). Interested firms must demonstrate in their qualifications statement that they are qualified to perform the work outlined below under this NAICS Code. This is NOT a solicitation announcement. No contract will be awarded from this announcement. This request for capability information does not constitute a request for proposals and does not bind the U.S. Department of State to any agreement, written or implied. Submission of any information to this market survey is purely voluntary. DOS assumes no financial responsibility for any costs incurred by respondents. No proprietary, classified, confidential, or sensitive information should be included in the response. Background: The Databank project aims to increase efficiency and effectiveness in how U.S. government agencies incorporate third-party country performance data in decision making. Improved government operations will be facilitated by providing a structure for interagency, collaboration and creation of a centralized database. The Databank is envisioned as an interactive, web-based platform that will increase the capacity of agencies to use data and make analysis of country performance more comparable across agencies, while reducing costs by avoiding duplicating efforts in vetting and standardizing data. Requirements: The DRAFT Statement of Work (SOW) attached to this Sources Sought Notice outlines the specific level of support required. Contractors should review the attached draft and submit capability statements reflecting their companies' capabilities to provide the effort described. Note that the SOW is a draft and may change when the solicitation is issued; however, the core requirements will not change. Other Important Considerations: Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements in response to the SSN or comments submitted in response to requests for information. Capability Statement/Information Sought: As part of response, respondents should provide the following: • Detailed qualification and capability statement to perform the work; • Synopsis of corporate experience and management capabilities, including staff experience, availability, and pertinent training and/or certifications; • Provide 2 (two) relevant past performances demonstrating capabilities in the following: Knowledge and experience in developing and sustaining complex databases with user optimized web sites (would prefer experience with a federal government client). Working familiarity with country performance data and the primary providers is desired, though not required. Processing and standardizing data from disparate sources. Incorporating state-of-the-art dynamic web-based visualizations. Leveraging a variety of open source technologies that enabled cost savings. Able to obtain a security clearance (preferred Secret; minimally Moderate Risk Public Trust). If your company has the capacity to perform the services outlined, please provide the following information: Organization name, address, email address, web site address, telephone number, point of contact, size of business, qualified small business category and certification, type of ownership (including country of ownership) for the organization, DUNS Number, Cage Code, SAM information. Request your company submit any GSA Federal Supply Schedules (FSS) with schedule number, and/or other Government-wide Acquisition Contract (GWAC) that would permit the company to perform under the given NAICS/requirement description. Information Submission Instructions: The deadline for submitting capability statements relating to this announcement is 4PM (EST) July 29, 2014. Responses are limited to ten (10) pages not including cover page and table of contents. All responses to this Sources Sought Notice must be submitted electronically to Maureen Borek, Contracting Officer, via email at borekMP@state.gov and shall have the words "Databank Project" in the subject line. Telephone inquiries will not be accepted or acknowledged. No mail courier responses will be accepted. If a solicitation is released, it will be via FedBizOpps (http://ww.fedbizopss.gov). It is the responsibility of the potential offerors to monitor the website for any information that may pertain to this Sources Sought Notice or a future solicitation. Responses to this notice will not be considered adequate responses to any resultant solicitation.
