Description
This is a pre-solicitation notice announcing that on or about July 31, 2014, the National Park Service, Olympic National Park, intends to issue a Request for Quotation for general design and construction of the removal and disposal of three existing docks and of the design, furnishing and installing of three floating docks including attachment to the shore. The new docks shall be designed to withstand the winter storms and stay in place year round. The design can be a commercial off-the-shelf design with adjustments made specific to the site. Two of the three docks will share the same footing to be installed side by side. The project will also include removal and replacement of pilings. Work shall include all structural members, dock units, connections, flotation, rubrails, decking, mooring cleats, anchor systems, hardware and all other components required to construct a system in accordance with the specifications and as shown on the contract drawings (specifications and drawings will be attachments to the solicitation). The project location is at the Log Cabin Resort, 3183 East Beach Road, Port Angeles, WA 98363. Although the physical address says Port Angeles, WA, the resort is approximately 20 miles west of Port Angeles (turn off of Highway 101 onto East Beach Road) on the north shore of Lake Crescent. The resort is open to the public during the summer season, from Memorial Day through Labor Day. A site visit will not be scheduled. Offerors are welcome to make a site visit on their own. Offerors are encouraged to inspect the site, and to satisfy themselves regarding the conditions that may affect the cost of the products and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award. This project is being solicited and awarded as a total (100%) Small Business set-aside in accordance with Federal Acquisition Regulation (FAR) Subpart 19.5. The NAICS code for this solicitation is 237990 with an associated small business size standard of $36.5 million. The magnitude of construction for this project is between $100,000 and $250,000. Vendors/Contractors are reminded that when the Government anticipates making an award within the Simplified Acquisition Threshold (up to $150,000), that it solicits quotations via RFQ. A single firm-fixed price construction contract will be awarded as a result of the solicitation. Solicitation number P14PS01769 will be issued as a Request for Quotations, posted to http://www.fbo.gov with a link to retrieve the solicitation form, clauses, scope of work, specifications, and wage rates at http://www.fedconnect.net on or about July 31, 2014 with a response date 30 days thereafter. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS, EMAIL REQUESTS, OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. To receive the solicitation package you must go to the Federal Business Opportunities website at http://www.fbo.gov. Search by solicitation number. Click the link for the solicitation and any amendment(s) where youll be redirected to http://www.fedconnect.net. Accessing the solicitation and attachments does not require registration in FedConnect. Once at the FedConnect home page, click on "Search Public Opportunities Only." Next screen, select "Reference Number" from drop-down menu and type in solicitation number, and click "search." Next screen should show the solicitation title as "(OLYM) Remove and Replace Docks and Pilings, Olympic National Park, WA." Click the title to open the overview page, where this announcement and upcoming solicitation and attachments will be posted.
