Description
Notice of Intent The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Zurich Instruments AG located at Technoparkstrasse 1, 8005 Zurich, Switzerland to purchase an firmware upgrade for a NIST owned Zurich Instruments high frequency lock-in amplifier (Property tag: 639560). The Nanomechancal Properties Group (NPG) of the National Institute of Standards and Technology (NIST) uses Atomic Force Microscopes (AFMs) to make measurements of the mechanical properties of materials at length scales below 10 nm. NPG utilizes many measurement modes, including Contact Resonance AFM (CR-AFM). NIST currently owns and utilizes a Zurich Instruments high frequency lock-in amplifier. This amplifier is a dual channel 50 MHz digital lock-in amplifier capable of having PLL and proportional-integral-differential (PID) control loops run internally inside the lock-in amplifier at much faster speeds than the current setup. The amplifier can operate at 6 independent frequencies simultaneously, and perform Amplitude Modulation (AM) and Frequency Modulation (FM) on carrier signals when this firmware is applied. To meet mission requirements; the NPG needs to procure the following firmware upgrades to optimize the current equipment. These upgrades have the following part numbers; 1. HF2LI-PLL Dual Phase-locked Loop Option: Dual-channel, 50 MHz range, 50 kHz loop bandwidth, programmable PID controller, PLL Advisor 2 HF2LI-PID Quad-PID Option: Quadruple PID controller, bandwidth better than 5 kHz each, to be used for AGC,KPFM, Z-Control, laser control. 3 HF2LI-MF Multi-frequency Option: Upgrade to 6 arbitrary frequencies 4 HF2LI-MOD AM/FM Modulation Option: Modulation and demodulation with multiple linear combinations of oscillator frequencies; phase coherent analysis of AM and FM signals (carrier, sidebands, modulation index) - option requires HF2LI-MF option Sole Source justification is based on the following: The Zurich Instruments Dual Phase-locked Loop Option Dual-channel, programmable PID controller, PLL Advisor is a proprietary design and the upgrading of an existing NIST owned piece of equipment is required. Zurich Instruments is the sole manufacture and distributor of this product. The resulting purchase order will be a Firm Fixed Price award. The NAICS Code is 334516 with a size standard of 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by July 30, 2014, will be considered by the Government.
