Description
The US Army Medical Research Acquisition Activity (USAMRAA) in support of the US Army Research Institute of Environmental Medicine (USARIEM) intends to negotiate a sole source acquisition for MATLAB Simulink licences manufactured by MathWorks, Inc. The USARIEM Biophysics and Biomedical Modeling Division, BBMD, requires a new one year Firm Fixed Price (FFP) contract for the purchase of Commercial off-the-shelf (COTS) software, MATLAB Simulink and additional toolbox license renewals. MATLAB is an interactive system whose basic data element is a matrix that does not require dimensioning. Problem solutions are expressed in MATLAB nearly exact from how they are written mathematically, with no required programming. MATLAB is recognized as the premier interactive program for numerical linear algebra and matrix computation. USARIEM is currently using MATLAB which meets all current Defense Intelligence Agency (DIA) and USARIEM regulations. Purchase of these required upgrades are required to ensure the MATLAB software is at the most current operating level. A RFQ W81XWH-14-P-0366 will be issued for brand name items only. The North American Industry Classification System (NAICS) for this requirement is 511210 and the size standard is $35.5. All sources that believe they are eligible to provide these items must respond in writing or respond to the RFQ. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the purchase will be awarded without further remark.
