SF 1449 SBAHQ-14-R-0017 and SBAHQ-14-R-0017(a) ScaleUp America Statement of Objective Solicitation Number: SBAHQ-14-R-0017 and SBAHQ-14-R-0017(a) Notice Type: Combined Synopsis/Solicitation SYNOPSIS: SBAHQ-14-R-0017(a) ONE OF THE UP TO 14 COMMUNITES IS SET ASIDE IS A PARTIAL SMALL BUSINESS SET-ASIDE - ECONOMICALLY DISADVANTAGE WOMEN OWNED SMALL BUSINESS THIS IS NOT A MULTIPLE AWARD AS DESCRIBED IN FAR PARTS 8.4 OR 16.5, BUT UPTO 14 SINGLE AWARDS MAY BE MADE UTILIZING SOLICITATIONS SBAHQ-14-R-0017 AND SBAHQ-14-R-0017(a). A combined synopsis/solicitation as a Statement of Objectives (SOO) for services under the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, this is the solicitation is for an This statement of objective seeks proposals and a corresponding performance work statement from entities that identify one up to seven communities and describe how they will deliver ScaleUp America to the proposed community. SBA may award multiple contracts for multiple ScaleUp communities, but only one award will be made per community. Any offeror interested in submitting a proposal for more than one community must submit a separate proposal for each community. A single offeror may submit up to seven separate proposals for seven different communities. The details for this combined synopsis / solicitation are attached to this announcement. This solicitation is not a funding opportunity for small businesses seeking direct assistance with their businesses. Each community that receives a ScaleUp America award is responsible for selecting the small business owners who will participate in the Program. Small business owners and entrepreneurs can find local assistance by visiting this website: http://www.sba.gov/tools/local-assistance. Offerors should provide a data-driven assessment of the proposed community's entrepreneurial ecosystem as it exists today and identify training, education and support gaps for high-potential entrepreneurs and growth-oriented small businesses with average annual revenues of $150-$500K. Offerors should propose an intensive entrepreneurship education and growth support program plan that provides targeted support to participating entrepreneurs in an effort to increase their ability to scale up their business and create jobs and local economic impact while at the same time, enhancing the local entrepreneurial ecosystem. Each community's ScaleUp program plan should include: 1. Entrepreneurship Education Curriculum: Delivery of a proven, existing curriculum for growth-oriented entrepreneurs and small businesses, with the curriculum focused on the unique challenges of scaling established businesses, and which allows participants to develop a growth strategy that addresses topics such as, but not limited to process, strategy, financing, marketing, human resources, leadership, contracting and market/product development plans; 2. Management Assistance & Support: On-going one-on-one support, mentoring and technical assistance, such as, but not limited to providing data-driven market research analysis, business strategy development; assistance with increasing sales and identifying strategic partners, etc.; 3. Access to Capital: Assistance and connections to growth capital, such as, but not limited to assisting with loan package preparations, organizing matchmaking events with local lenders and funding streams, facilitating business pitch events to angel and venture funds; and 4. Connections: Opportunities to build and strengthen connections and networks, such as, but not limited to instituting CEO roundtables, forming advisory boards, matchmaking events with potential joint venture partners and regional manufacturers/suppliers, local federally funded resource partners, etc. Award Information: This is a fair and open competition, except for the portion that is being advertised as a PARTIAL SET-ASIDE - for EDWOSB in accordance with FAR 52.219-7, with recommend inclusion of requirements of a small business utilization plan as discussed in FAR 52.219-9; Joint Ventures will be considered in accordance with all applicable FAR and SBA rules and regulations. The award will be for up to 14 single awards, and entities may submit for up to 7 separate proposals for seven distinct communities. Each contract will be for a base year and four option years. The base year is expected to be for a firm-fixed not-to-exceed (level-of-effort) price of approximately $150,000 to $500,000. Travel costs and event costs will be included in the negotiated firm-fixed not-to-exceed price. The proposed base performance period is September 1, 2014 to August 31, 2015. SBA is issuing this solicitation under the North American Industry Classification (NAICS) Code is 541690 as UNRESTRICTIVE UNDER FULL AND OPEN COMPETITONS WITH A PARTIAL SET ASIDE FOR EDWOSB WHICH IS FOR ONE COMMUNITY. The proposals will be evaluated based on the Best Value Trade-off Selection Process. Evaluations will be conducted in accordance with FAR 52.219-7 Notice of Partial Small Business Set-Aside (b). PRE-PROPOSAL WEBINAR: Prior to submission of proposals, SBA will be holding a Pre-Proposal Conference Webinar about this solicitation. The purpose of the conference is to promote interest and to provide additional information to all interested offerors. The conference will be held Thursday, July 24, 2014 at 3:00pm ET/1:00pm MT. You may join the webinar 10 minutes prior to the scheduled start at this link: http://emsp.intellor.com/login/415850. Should the entity desire their question to be answered during the webinar, all questions must be submitted to toni.hoskinson@sba.gov by no later than 5PM ET/3PM MT on Tuesday, July 22, 2014. Any questions submitted during the Webinar must be typed in the message component of SBA's online conference system. Answers to questions submitted during and after the webinar will be posted a few business days after the final deadline for questions as an amendment to the solicitation. The PreProposal Conference is highly encouraged, but is not mandatory to attend this conference in order to provide a proposal. Any PowerPoint slides will be posted after the conference as an amendment to the solicitation. LIMITATION ON SIZE AND PROPOSAL DUE DATE: Offerors shall limit Part I, Proposal and Performance Work Statement, of their initial offers to the number of pages stated for each factor below. Offerors are cautioned that if Part I of their offer exceeds this page limitation, the Government will evaluate up through the permitted number of pages only. Pages beyond that limit will not be evaluated. A page is considered to be one side of a single sheet of 8 ½ x 11 paper, single spaced, not smaller than 12 inch type and having margins at the top, bottom and sides of the page no less than one inch in width.
