Description
RFQ SF-18 DG-133E-14-RQ-0434 STATEMENT OF WORK AND BRAND NAME JUSTIFICATION DG-133E-14-RQ-0434 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number DG-133E-14-RQ-0434 for the period of one year. The resulting purchase order shall be a negotiated on a firm fixed price. This requirement is a small business set a side. The North American Industry Classification Code (NAICS) is 541519 and the Small Business Size Standard is $25.5 million. The National Oceanic and Atmospheric Administration (NOAA), NESDIS, has a requirement to provide Juniper J-Care Network equipment maintenance support services as described in the attached RFQ and Statement of Work. The resulting purchase order will result in a firm fixed price contract. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Exceeds the requirement; Good (G) Acceptable meets the requirement; (U) unacceptable - Failure to meet the full requirement. Award will be made to the Contractor offering the best value and in first meeting the Governments technical requirement and then price. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offeror's - Commercial, FAR 52.212-2, Evaluation - Commercial Items - The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following clauses apply: FAR 52.212-3, Offeror Representations and Certificates - Commercial Item, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. FAR 52.217-5 Evaluation of Options, FAR 52.217-8 Option to extend services, FAR 52.217-9 Option to extend the term of the contract, FAR 52.219-6, Notice of Total Small Business Set-Aside, FAR 52.222-21, Prohibition of segregated facilities, 52.232-33, Payment by Electronic Funds Transfer - Central Contract Registration, 52.232-34, Payment by Electronic Funds Transfer - Other than Central Contractor Registration; 52.232-39, Submission of Electronic Funds Transfer Information with Offer, 52.222-41, Service Contract Act of 1965, 52.222-42, Statement of Equivalent Rates for Federal Hires. All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a proposal addressed to G. Jean Barrett, Purchasing Agent, National Oceanic & Atmospheric Administration, (NOAA) to be received no later than July 30, 2014, at 10:00am, local time. All questions must be received by e-mail no later than July 23, 2014, at 9:00 a.m. local time for this solicitation. In complete responses will not be considered under this solicitation.
