Description
14RWM60_syn This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. Naval Surface Warfare Center Crane Division (NSWCCD) plans to enter into a Basic Ordering Agreement (BOA) with Raytheon Technical Services Company LLC, 1650 Industrial Blvd, Chula Vista, CA 91911-3922. The BOA will cover a five year period for repair/overhaul AN/SLQ-32(V) System Ship Replaceable Units (SRUs) and Ship Repairable Assemblies (SRAs) to a "serviceable" condition. The BOA will provide for the production of various new components to be used as spares, the fabrication, evaluation, repair and test of various AN/SLQ-32(V) components in support of the Naval Surface Warfare Center, Crane Division (NSWCCD) In Service Engineering Agent, and the evaluation, repair, test and logistics support of Government-managed Performance Based Logistics assets. Other tasking includes fleet technical support, training, refurbishments and upgrades, ship board system evaluation, removal, installation and test, Foreign Military Sales (FMS) support, Government Furnished Property (GFP) calibration, hardware/software upgrades and repair, miscellaneous engineering support associated with systems integration or other technical issues. Additional detailed guidance will be provided as implemented by specific job orders placed under the BOA. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. The basis for restricting competition is that the Government does not own the data rights to the test procedures or test benches that are required to ensure the components are overhauled, or manufactured to meet the Original Equipment Manufacturer's functional specifications. Additionally, the Government does not own the data rights to the software and firmware required to ensure the AN/SLQ-32(V) System is completely functional. Therefore, the Government does not possess adequate documentation to competitively procure the AN/SLQ-32(V) System or its components. A repair/overhaul effort requires the same test equipment and testing requirements as full production. In addition it would not be cost effective to reverse engineer and conduct testing as the approximate cost to accomplish this would be $25M and would take three years to complete. Raytheon is the only entity with the manufacturing ability, unique test sets, and methodologies to overhaul/repair and certify the SRAs, SRUs, to a physical and functional condition at the system level within the specified delivery schedule.
