- Attachment 13 - Cost and Price Evaluation Submittal Sheets Attachment 11 - Spares and Repairs Pricing List Attachment 1 - DD 254 Government Response to Bidders' Questions Amendment 0001 The purpose of this announcement is to amend Solicitation N00024-14-R-5210 for the Build to Print Production of the TI-12 Common Display System (CDS) and provide responses to Bidders' Questions. Offerors are hereby notified that the Request for Proposal (RFP) for the Build to Print Production of the Common Display System (CDS) N00024-14-R-5210 has been amended. Offerors who have a signed "Terms of Use" letter on file with the Government will receive a copy of the modified Competition Library upon request via e-mail to the Contract Specialist, with a copy to the Contracting Officer. Offerors who did not request a copy of the original Competition Library must submit to the Contract Specialist, with a copy to the Contracting Officer, a completed DD Form 254 (Attachment 1) indicating that the requesting company has a Defense Security Service (DSS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability. The Government will not provide sponsorship for new or upgraded personnel or facility clearances. The Government will then issue a "Terms of Use" letter to the requesting company upon the Government's receipt of an approved DD Form 254. The "Terms of Use" letter shall be signed and returned to the Contract Specialist, with a copy to the Contracting Officer. The GFI will then be mailed to the address provided or available for pickup. The Government will accept a second round of questions in response to the Amendment and revised Competition Library. Only questions emailed to the Contract Specialist, with a copy to the Contracting Officer, using the format provided in Attachment 12 (Offeror Question and Answer Sheet) will receive a response. It is the Government's intention to release non-proprietary questions and responses via FedBizOpps. Information provided with each question should include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification. Offerors shall maintain a single workbook and use sequential numbering. Do not submit multiple workbooks containing different questions. Duplicate or similar questions may be consolidated, with a single response provided by the Government. It is the Government's intention that questions and responses will be distributed electronically to all Offerors. All questions should be received in writing by 25 July 2014. Proposals are due on 8 August 2014 by 3:00pm EST.
