- VA786-14-R-0248 Pre Solicitation Notice for Retaining Wall Replacement Services For Wood National Cemetery, Milwaukee, WI NAICS: 238110 Magnitude of project: between $100,000 and $250,000 This procurement is a 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) RFP VA786-14-R-0248 - The Contractor shall furnish all personnel, supervision, professional expertise, vehicles, tools, materials, services, equipment and quality control necessary to: Overview: The work includes the removal of the existing block retaining wall, existing retaining wall backfill, and existing soil, subsoil and fill so as to construct a new retaining wall as indicated and specified. The existing wall runs along the concrete driveway leading to cemetery section 7, in the area of the cemetery north of Interstate 94. The new wall will be located approximately 1 foot further into the bank than the existing wall to allow the new wall toe to be constructed and to provide a slight expansion of the existing concrete driveway width. The new wall shall have a full depth expansion joint every 90 feet. The total new wall length is 288 feet. 1) Provide submittals and catalog cuts for all materials used for this project for the approval of the engineer. 2) Remove the existing block wall, wall foundation, and all backfill, soil, rock, and debris as needed to construct the new wall. All removed material shall not be reutilized and shall be removed from government property and properly disposed of. 3) The new wall shall vary in height as indicated on the plan sheets below. A typical cross section of each wall is also shown. The full depth expansion joint shall be in accordance with the State of Wisconsin standards and regulations. 4) The excavated area behind the wall shall have all new 1" crushed drainage rock above the heel of the new retaining wall foundation. Provide a schedule 80 perforated drainage tile (covered with sock or appropriate filter fabric). The drain shall be continuous along the bottom of the wall as shown and shall terminate in the existing catch basin. 5) Saw cut the concrete driveway to properly install the new 6" drainage culvert to the existing catch basin. Minimum depth of pipe shall be 36". 6) Provide new concrete pavement over the toe of the new retaining wall foundation and the removed concrete for the drainage line to the catch basin. Match depth of existing concrete pavement. 7) Provide new 12 inch thick reinforced keyed concrete foundation 5' wide for the full length of the wall as shown. Foundation width may taper for the first 20' section as approved by the COR and the engineer. All reinforcement shall be #4 epoxy coated steel reinforcement bar. Bar shall be placed as shown 12"o.c. with 2" minimum cover throughout. Obtain COR approval for rebar location and assembly prior to pouring any concrete. Use pencil and other vibratory compactors to be sure there are no voids in the concrete especially around the rebars. 8) Wall concrete shall be fully and appropriately formed using temporary forms. 9) All concrete shall be minimum 4000 psi, high early strength, plant mixed air entrained concrete. 10) Provide new concrete retaining wall with height varying as shown. New wall shall be tied to the new foundation using rebar and keyway as shown. 11) Wall will vary in height with required height for each section of the wall as shown on the maps below. The locations for the height change are approximate and should be field verified. Variations in height or step up locations shall be approved by the COR and the engineer. Final top soil grade shall be approximately 4-6" below the top of the wall. 12) New wall and foundation shall have full depth expansion joint every 90 linear feet or as approved by the engineer. Joint shall be in accordance with Wisconsin Department of Transportation standards for retaining walls. 13) Properly cure the new concrete using curing compound on all sides of the concrete exposed to the air. Use curing compound at the rate suggested by the curing compound manufacturer. Verify the curing compound application rate with the COR. 14) Allow all concrete to cure 10 days prior to any backfilling. 15) Provide filter fabric as shown for the full length of the excavation. 16) Provide 1" compacted crushed rock backfill over heel of wall foundation. Compact/ vibrate in 6" lifts. Variations may be allowed if approved by the engineer. 17) Provide filter fabric on top compacted stone prior to adding topsoil. Submit filter fabric for approval. 18) Provide 12" compacted top soil. The topsoil used shall be a well-graded soil of good uniform quality, and shall be free of admixture of subsoil, foreign matter, objects larger than one inch in any dimension, toxic substances, weeds and any material or substances that may be harmful to plant growth, and shall have a pH of between 6.0 and 7.5. 19) Provide new grass turf for all disturbed areas. On the firmed, smoothly finished soil surface lay a uniform, high quality, State-certified sod (consisting of Kentucky bluegrass, or a Kentucky bluegrass and perennial ryegrass mixture). Sod shall be laid with any seams tightly matched, it shall then be watered thoroughly, and then tamped lightly or rolled. 20) Alter catch basin as required for new wall drainage pipe. Obtain approval of engineer for method and technique used. Seal around pipe inside catch basin as required. 21) Turf above the wall shall be firm and walkable with no depressions and not shall not create a hazard for mowing and trimming of grass, during the turf establishment period. 22) Clean roadway of all debris and soil after all work is complete. 23) When not working roadway shall remain open (minimum 9' wide lane) to the public with proper standoff barricades warning signs or cones erected. Cemetery shall be allowed to access the road at all times. This acquisition is for a 100% Service Disabled Veteran Owned Small Business Set-Aside. North American Industrial Classification System (NAICS) Code 238110 is applicable. Please reference Solicitation Number RFP VA786-14-R-0248 on remittances.
