- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-14-P-0217 is being issued as a request for a Firm Fixed Price quote; however, the US Army Aviation and Missile Command intent to issue a sole source contract to Aeroflex, Inc., 10200 West York Street, Wichita, KS 67215-8935. Aeroflex, Inc., is the only known supplier capable of providing the Aeroflex 2023B; Signal Generator required by this solicitation. The authority cited is statutory authority permitting other than full and open competition for this requirement. The citation is 10 USC 2304(c)(1), as implemented by paragraphs 6.302-1(a)(2)(ii)(A) of the Federal Acquisition Regulation (FAR) entitled-quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark. CLIN 0001 as follows: Description: Aeroflex 2023B; Signal Generator; QTY: 2 each. All shipping cost shall be included to destination Redstone, Arsenal AL 35898. The place of Inspection/Acceptance are Orgin and FOB Destination. Estimated shipping timeframe cost shall be included in quote. The requested delivery date is 8 weeks after receipt of order. This action will be awarded on the basis of lowest cost and technically acceptable quote. All responsible sources may submit an offer, which shall be considered by the Agency, if received by 31 July 2014. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Inspection and Acceptance shall be at W80KQR. FOB is at Destination. Provision of FAR 52.212-1, Instruction to Offerors-Commercial; Clause FAR 52.212-2, Evaluation - Commercial Items; Clause FAR 52.212-4, Contract Terms and Conditions -Commercial Items; Clause FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes, Executive Orders - Commercial Items Or Clause DFARS 252.211-7003 Item Unique Identification and Valuation; Other clauses may be included in the award if applicable. Quotes are due no later than 4:00 pm, (CST), 31 July 2014, in the contracting office, Building 5250, Room W/S A300, Redstone Arsenal, Alabama, 35898-5280. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
