- The U.S. Department of Commerce, National Marine Fisheries Service in St. Petersburg, FL., intends to award a purchase order to Florida Fish and Wildlife Marine Research Institute to collect biological samples of recreationally caught red snapper and to estimate Florida recreational private and charter catch of red snapper through phone based surveys and dockside sampling. The services required by the government are available from only one known responsible source and no other type of services will satisfy government's requirements. The Florida Fish and Wildlife Research Institute (FWRI), as well as NOAA Fisheries, are responsible for collecting biological and catch/effort data from commercial and recreational fishermen in the State of Florida. Currently, FWRI conducts weekly telephone surveys of for-hire charter captains to collect fishing effort data. They also conduct random dockside sampling of recreational fishermen to collect biological data and catch rates, and sample commercial catches at seafood dealers. The FWRI is the only known agency that will satisfy Federal government requirements for sampling and data collection given their extensive experience in conducting similar work and collecting such data. The FWRI also has ready access to telephone survey license frames for conducting the proposed work, as well as previous knowledge of dockside sampling techniques and locations for collecting biological data from recreational and commercial fishermen. Additionally, in 2012 and 2013, the FWRI designed survey methodologies for estimating recreational red snapper landings and fishing effort during weekend openings and similar work is proposed here. In late May 2014, NOAA Fisheries determined the red snapper recreational and commercial seasons could be reopened in 2014. The recreational season will open on weekends in July and a limited harvest will be allowed for commercial fishermen. The government has a need to collect biological and catch/effort data during the reopening, especially given the fishery has been closed for 54 months, with the exception of short openings for recreational and commercial fishermen in 2012 and 2013. Without this data collection, NOAA Fisheries may not be able to determine the amount of red snapper harvested during the recreational reopening, which may prevent consideration of future openings. Florida accounted for 98 percent of the 2013 recreational annual landings and estimates of landings from Florida are critical for determining whether or not the annual catch limit has been caught and the acceptable biological catch has or has not been exceeded. Additionally, the lack of biological sampling will reduce NOAA Fisheries' ability to assess the status of red snapper and to determine if overfishing has ended or is still occurring. The intended procurement is for services for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures and FAR Part 12 Commercial Items. Florida Fish and Wildlife Marine Research Institute is the only known source able to provide this type of service. The NAICS code for this action is 541990. Interested parties must respond within (4) four days after publication of this notice. If no affirmative responses are received, the Government intends to issue contract to FWRI.
