Description
Solicitation LCLSC14Q0044 The Library of Congress (LOC) requires a contractor to provide eight (8) new S-T Imaging ViewScan II units with UC-9 Carrier with 90 day warranty; eight (8) new 24" Rotatable Monitors; Installation and Training on all parts of the equipment and newly delivered equipment in each reading room, in accordance with the description and specifications of the solicitation. These are for five of the LOC's reading rooms under the umbrella of the following divisions: MSS, Asian, HSS, EUR and SER. The reading rooms throughout the Library are currently equipped with a number of S-T Imaging 200X, S-T Imaging ViewScan and S-T ViewScan II devices that have proven to be highly satisfactory in producing the desired output and more units are needed to support current customer demand. The new S-T ViewScan II is the latest model of this series and includes unique features (see attachment) not found in similar equipment. In response to the Library's need for foreign language capability, the vendor is including ST OCR software that will cover forty foreign languages. This technical requirements originator visited three other like equipment manufacturers during the ALA Annual conference last June. The S-T Imaging equipment offers far more unique and advanced features than other products in the market. Many of the Library's reading rooms have vast microform format materials. A mission related need to connect readers to collections in the most expeditious manner exists. Procuring this equipment with its unique features that allow viewing and digitally capturing images from microfilm and microfiche will satisfy this need. Digital scanners are rapidly becoming the norm for 21st century library research. The proposed equipment will be used by a combination of experienced division staff and inexperienced public users in producing digital copies of select collection items. The reading rooms throughout the Library are currently equipped with a number of S-T Imaging 200X and S-T Imaging ViewScan devices that have proven to be highly satisfactory in producing the desired output and more units are needed to support current customer demand. The S-T ViewScan II is the latest model of this series and includes unique features (see attachment to the RQ and also a partial list in Section 3) not found in similar equipment. In response to the Library's need for foreign language capability, the vendor will include OCR software. According to the manufacturer's website (www.stimaging.com), there is only one authorized dealer for this equipment in the Washington DC area. JOD Enterprises, dba Micro Records Company is the only United States East Coast distributor of the S-T ViewScan II known to LOC. JOD Enterprises, Micro Records Company, Inc. is a privately owned service bureau located in Baltimore, Maryland, that specializes in document imaging services, sales, and repairs. This is the only contractor that can provide the S-T Imaging product, sale, and installation. JOD Enterprises, Micro Records Company, Inc., is the Library Congress distributor and maintenance holder of all S-T Imaging equipment and related products currently installed throughout the organization. Period of Performance is estimated to be from September 15, 2014 through December 15, 2014 (90 days). All work is to be in accordance with Section C of the solicitation. The Library intends to issue this requirements as a sole source order to JOD Enterprises, dba Micro Records Company, 9321 Philadelphia Rd, Suite D, Baltimore, MD 212374. Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet the requirements described in the attached draft SOW. Interested vendors should submit their quotes to the LOC at Library of Congress, Office of Contracts and Grants Management (OGCM), 101 Independence Avenue, SE, Room LA0-325, Washington, DC 20540-9411. Vendors my also email their quotes to Diane Campbell at DCAM@loc.gov. Facsimile quotes are not acceptable. Vendors are responsible for clearly marking their quotes and packages with the solicitation number and closing date. Please provide a point of contact (including name, phone numbers and email address). Submit all quotes by no later than the 3:00 pm, July 30, 2014, Eastern Time. This is not a small business set-aside.
