- Notice of Intent: This notice is not a request for competitive quotations. The Bureau of Reclamation, Great Plains Regional Office intends to award to the Dakota Valley Electric Cooperative, Inc. a purchase order for electric utility service for the Oakes Test Area and Pumping Plant located in Oakes, North Dakota. The proposed purchase order is for electric utility services that Reclamation believes that there is only once responsible source and no other source will satisfy the agency's requirement. A Justification for Other Than Full and Open Competition is being prepared in support of this purchase order. A determination by Reclamation not to compete this proposed contract action is solely within the discretion of the Government. The anticipated award date is July 16, 2014. The North American Industrial Classification System (NAICS) Code is 221122; with a small business size standard of 1,000 employees. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
