- Sole Source Letter (Redacted) This announcement constitutes public notice of Air Force Test Center (AFTC)/PZIEB Edwards AFB, CA intent to award a sole-source, Firm-Fixed Price purchase order to Quantum3D, Inc., 5400 Hellyer Ave, San Jose, CA 95138-1019 for the purchase of out of the window imagery updates to World Wide Database (WWDB) areas of interest (AOI) insets in support of the AFTC Test and Evaluation Modeling and Simulation (TEMS) program. This requirement will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304(c) (1), as implemented by FAR 13.106-1(b) (1) and FAR 6.302-1(b)(2). Interested persons may respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the government will consider all proposals received within three days after the date of publication of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is published for informational purposes only. The proposed source, Quantum3D, Inc. is the manufacture of the WWDB imagery database. Quantum3D, Inc. is the only known source that will be able to provide WWDB AOI update support for this imagery database. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-74 and DPN 20140624. The applicable NAICS code for this requirement is 511210 and has a size standard of $38,500,000.00 dollars. The Government does not intend to pay for any information received in response to this announcement. Each quotation shall state that proposed unit prices will remain in effect for at least 60 calendar days after date of proposal receipt. Referencing FA9302-14-M-K048, all responses shall be sent to the attention of Contract Specialist, Tylan McBride by way of email at tylan.mcbride.2@us.af.mil no later than 12:00 PM Pacific Standard Time July 22, 2014.
