- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Evidence Partners, Inc., Manotick, Ontario, Canada, pursuant to 41 U.S.C.3304(a)(1) as set forth in FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for the purchase of twenty-two (22) each Distiller Software Licenses for a period of one (1) year [9/1/2014 through 8/31/2015]. Distiller® software is an extremely robust platform to use for screening studies for relevance in literature-based evaluations using systematic review methodology, with many capabilities to address screening conflicts, develop customized screening forms, and search across screened studies. Attempting to change software programs for projects that are still underway would cost considerable amounts of time and staff hours. It would not be feasible to migrate our screening level results to another software platform, thus projects would essentially need to be re-started. Distiller® software is considered the industry standard for screening studies when conducting systematic reviews. It has robust screening tools and Evidence Partners, Inc. provides an excellent level of technical support. Examples of the robust screening tools includes ability to easily track conflicts, use of color coding to highlight key words during screening, management tools to help structure review by numerous screeners at the same time, extensive capabilities to search for studies, and flexible report formats. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Evidence Partners, Inc. NAICS Code/Size is 511210/$35.5 Million. Award is subject to approval of Justification for Other than Full and Open Competition. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
