- Description
- The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis for the following: 1 Job; Develop integrated system of systems operations across all domains; air, surface, sub-surface and ground vehicles. As part of this effort, NAWC WD is supporting the OASuW IPTs and Unmanned Systems Cross Functional Team (UxS CFT) to develop integrated mission baseline architectures for unmanned systems across the Navy to support Fleet / Force integration, interoperability, acquisition, S&T, logistics and sustainment, training, CONOPS / concepts and experimentation. The contractor shall provide the following services under this Project Mission engineering, technical and program management support, prototype system testing and experimentation, manned and unmanned UxS operations, systems requirements, functions, CONOPS, operational requirements and performance specs for system of systems integrated operations. This requirement is sole sourced to DL Summer Inc, 1161 Eagle Way, Virginia Beach, VA 23456 due to Procurement history to date has shown that it would take other contractors years to acquire the capability to perform (learning period) the requested services or months to hire minimally qualified candidates which is not possible with this near term task. DLS Consulting was at the forefront of the new processes and products described in 1.c below and no one else has the practical experience, skillsets, mentoring and industry and Fleet relationships in this emerging new discipline. Any firms believing that they can provide the materials may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the materials without causing programmatic hardship.
