- 11GWS44_0005_syn This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-11-G-WS44. This Job Order to be issued under Basic Ordering Agreement (BOA) N00164-11-G-WS44 is for the procurement of engineering services required to support NSWC Crane in its role as the Repair Depot Activity, Logistics Management Information Activity, and Fleet Support Activity for the INCANS. This requirement will be negotiated on a sole-source basis with EDO Communications & Countermeasures Systems Inc., 7821 Orion Ave, Van Nuys, CA 91406-2029 in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for the sole source is that no contractor other than the Original Equipment Manufacturer (OEM) EDO Communications & Countermeasures Systems Inc. has the experience, knowledge, and proprietary information necessary to provide the required SRA Test Bench & TPS support for the standup of the repair depot activity at NSWC Crane. The Government does not possess rights to the technical data necessary to manufacture required spares and/or test equipment required for the depot standup. No solicitation/Statement of Work (SOW) will be made available on Fed Biz Opps and no hard copies of the Job Order SOW will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which will be considered by the agency.
