- NOTICE OF INTENT The Department of Veterans Affairs, Network Contracting Office 7, hereby provides notice of its intent to issue a purchase order pursuant to the authority of FAR 6.302-1, 41 U.S.C. 253(c)(1) on a sole-source basis to ExtraView Corporation, 269 Mount Hermon Road, Scotts Valley, CA 95066, for software "ExtraView Enterprise" and licenses. ExtraView Corporation has sole ownership and control of the ExtraView source code. The applicable NAICS is 511210. This action will be conducted IAW with FAR Parts 12 and 13. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be 45 days from date of award. The contract will consist of the procurement of 27 each, ExtraView named user licenses and annual maintenance & support fees-named users, including approximately 6 days of professional services to ensure proper installation of the software. The VISN 7 Network office will utilize this software to track action items, correspondence, storage of documentation, and a variety of other items requiring a suspense date. This software will be linked from the Network office to the medical centers throughout the VISN, and will be used to track, suspense, generate reports of open and closed suspense items, and allow documents to be edited, shared, and electronically stored. The software streamlines business processes and eliminate paper by digital managing, storing and distributing all contents, as well as, allowing access from any computer within the VISN. This software will be installed by VISN 7 IT professionals on the IT Network for use by employees. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit an offer; however, only services meeting the Department of Veterans Affairs requirements will be considered for award. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine that a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at https://www.uscontractorregistration.com/ by calling the SAM Registration Center at 1-877-332-8277. Interested parties are encouraged to furnish information. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Judy A. Gachette, Procurement Analyst, VMSI Contractor, NCO 7, by email at judy.gachette@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
