Description
UPDATE TO DRAFT RFP POSTED ON 3 JUL 14: The following Section H - Special Contract Requirements apply to this DRAFT RFP: H-001 UNION AGREEMENTS The contractor agrees to provide the Contracting Officer, upon request, a copy of any Collective Bargaining Agreement (CBA) applicable to employees performing on this contract. H-002 PERFORMANCE INCENTIVE PLAN A Performance Incentive Plan (PIP) will apply to this contract. This plan details the process that will be applied to calculate Performance Incentive Reductions (PIR) to be withheld from invoice payments in the event that the following objective performance thresholds are not met: Minimum Daily Aircraft, Monthly Maintenance Scheduling Effectiveness, Aircraft Technical Inspections, and Scheduled Observation Area Inspections. The performance criteria described in PWS Section 3-2 and paragraph 3.0 Performance Incentive Procedures of the PIP will be utilized. Administrative changes to this plan (dates, validation process, etc.) may be executed unilaterally via contract modification no less than 15 calendar days prior to the start of the affected evaluation period. Otherwise, changes will require a bilateral agreement between the Government and Contractor. All changes to incentivized performance thresholds require a PWS revision and bilateral agreement between the Government and Contractor. For evaluation periods and calculations, refer to the PIP and Performance Incentive Calculator, Section J Attachements 11 & 12. If the contract is Terminated for Convenience of the Government during an active evaluation period, the standard evaluation process will apply on a prorated basis for the reduced period. Inclusion and implementation of this plan does not limit the Government's rights to execute Termination for Default actions as authorized by contract clause 52.249-8, Default (Fixed-Price Supply and Service) or any other authority provided by the terms and conditions of the contract. Please provide any comments in accordance with the instructions provided in the 3 Jul 14 DRAFT RFP post. The response date of 1200CST 23 Jul 14 remains unchanged.
