- Title: Geological Interpretive Tools (GIT) for Petroleum Exploration & Production (E&P) Analysis for Bureau of Ocean Energy Management Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunction with FAR part 15, as applicable and as supplemented with additional information provided herein. This announcement constitutes the only solicitation; proposals are being requested and a separate solicitation will not be issued. The solicitation number M14PS00035 is issued as a Request for Proposal (RFP). The United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), plans to re-evaluate and modernize the use of Geological Interpretive Tools (GIT) that are currently deployed within the BOEM Information Technology (IT) environment. GIT are commercial off-the-shelf (COTS) geoscience, geophysical and engineering software applications focused on Petroleum Exploration and Production (E&P) analysis and are used to perform independent analyses of oil and gas resources, while maintaining technical parity with industry. The Government anticipates a single award of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract as a result of this solicitation, with a maximum order limitation of $25,000,000.00 over 60 months period of performance. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-74. It is the contractor's responsibility to be familiar with applicable clauses and provisions. The North American Industrial Classification System (NAICS) Code is 511210, entitled Software Publishers, with the small business size standard of $35.5 Million.
