- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER A SERVICE DISABLED VETERAN OWNED BUSINESS SET-ASIDE. This announcement constitutes only the pre-solicitation notice; bids are being requested and a written solicitation will be issued on or around 28 July 2014. Solicitation number FA4600-14-B-0017 is being issued as an INVITATION FOR BID (IFB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74. All applicable provisions and clauses are included in the actual solicitation. This electronic announcement constitutes only the pre-solicitation notice being issued. The North American Industry Classification System (NAICS) code is 238210, and the small business size standard is $14,000,000.00. This solicitation is 100% set-aside to Small Business concerns. The Government intends to issue a firm fixed price construction contract with a Period of Performance (PoP) of 450 calendar days to replace the existing HV switches with new switchgear located in two physical diverse locations. The source of power will come from two separate HV circuits outside of the facility and routes through utility tunnels after the utility demarcation point. There will be some general construction required to build space for the new switchgear site in the boiler room. Some mechanical will be required to relocate duct work and sprinkler lines. All work shall be performed in accordance with the terms and conditions set forth in the contract specifications and drawing sheets. Please reference solicitation # FA4600-14-B-0017 on all correspondence. Project magnitude is between $1,000,000 and $5,000,000. Funds are NOT presently available. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. All contractors shall be System for Award Management (SAM.GOV) registered at https://www.sam.gov/portal/public/SAM/. Contractors must be registered in the SAM.GOV database before a contract can be awarded to your company. NO PARTIAL QUOTES WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. Please acknowledge all requirements of the solicitation in the bids. If you need base access to hand deliver your bid, all offerors will need to contact the above mentioned, by email, at least four (4) hours prior to the bid opening. Contact information will be provided in the solicitation as well. The 55 th Contracting Squadron will arrange an escort to provide transportation for the offeror to hand deliver the bid.
