Q&A Answers This amendement is to provide Q&A answers and to delete duplicate questions. There are 17 questions total. See below. This is a sources sought for Small Business participation only. The U.S. Department of State (DoS), Bureau of Administration, Office Logistics Management (ALM) is looking to obtain information and identify qualified small businesses that are able to meet our requirement to develop and manage a Supply Chain Management Training Program. 1. Purpose of this Document The purpose of this document is to perform market research for the Department to make decisions regarding development and management of a Supply Chain Management Training Program that will provide a one source place for its employees to access for continuous general training, information webinars and certification training. 2. Background A/LM provides supply chain solutions for the global needs of the Department by delivering dependable, reliable and timely supplies at best value. Global supply chain acquisition and distribution functions are a vital component of DoS and support for Foreign and Civil Service requirements throughout the world. 3. Scope See attached Draft Statement of Work 4. Disclaimer This RFI is issued solely for information and planning purposes and does not constitute a solicitation nor does it commit or obligate either party in any way. In accordance with FAR 15.202, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. 5. How to Respond If your firm is interested in volunteering information to meet or exceed the requirements stated above, we request that your firm submit a response to this notice addressing the following questions: Vendor Evaluation Questions 1. What is the quality and scope of your course offerings, including proven Federal and industry experience in maintaining and refreshing course content? 2. For the topics listed in Section 3, Scope of Work, please give a detailed description of what content the courses you have contain. 3. How will you develop a comprehensive course track that will lead to professional certification in Supply Chain Management provided by leading academic and professional societies, such as the Association for Operations Management (APICS) and the Institute for Supply Management (ISM)? 4. Describe how you will use an integrated learning system. 5. What is your demonstrated experience with and capability to: a. Deliver quality supply chain management course content? b. Operate and manage online training delivery? c. Provide reliable online service? 6. What personnel and equipment will you use to implement the terms of the contract, were you to win it? What are the professional qualifications of the people who will implement the contract? 7. In what languages will content be available? 8. What is the educational and professional level of the curriculum material you will offer? 9. Will the material be able to teach all levels, from students and clerks with high school or vocational school education to MBAs? 10. What key requirements, objectives and thresholds would you use when selecting the best logistics/supply chain certification program for the Department of State (DoS)? 11. What software development tools will be used in developing course material? 12. How do you gain subject matter expertise during course development? 13. What resources do will you need from the DoS during development and testing in terms of subject matter expertise and number of hours needed from DoS staff? 14. What testing methodologies will be used? 15. What is the timeline for development, testing, and piloting online courses? 16. In the SOW, there is a chat option for students to communicate with instructors, and there will have to be a 24-hour global, on-demand availability. How do you plan to have universally available, multilingual chat capability? 17. Describe your own company's supply chain. What are its greatest efficiencies and greatest inefficiencies? All submissions should be sent in via email to cookcg@state.gov. Responses are due no later than Friday, July 18, 2014, by 4:00 p.m. Documents submitted should be in Microsoft Word or Adobe formats. Respondent need only send marketing information pertaining to the information requested in this RFI. 6. Description of Information Requested All vendors with an appropriate product relating to the requirements of this document are invited to submit a Capability Statement, contact information and any other specific and pertinent information that would enhance the Department's understanding of the information submitted. Also, vendors with a GSA schedule should provide their contract number for that schedule. Capability Statement should discuss the vendor's capabilities in the development and management of the requirements in this RFI. Vendors are encouraged to include in their response any questions that they would require prior to submitting a quote, in the event that a solicitation is issued. Any questions for clairification should be received no later than Monday, July 14, 2014, 4:00 PM.
