Description
OBJECTIVES: The Department of Veterans Affairs, New York Harbor Healthcare System - New York campus, has a requirement to pack and move the x-ray film library. From approximately 60 rolling racks, each containing the equivalent of approximately 20 lateral drawers, the contractor is to remove x-rays from the existing film jackets, pack the x-rays into boxes provided by New York Harbor Healthcare System (NYHHS), seal the boxes and place them on pallets. All existing films are to be packaged and removed from the existing NTHHS film library. The film jackets are to be given to NYHHS personnel to record the destruction of the film records. The contractor is required to move pallets to the building's loading dock or warehouse on the ground floor. Final transportation off site and film recycling will be the responsibility of the VHA. BACKGROUND: The Department of Radiology converted to a PACS system for digital storage and distribution of medical images in 2005 and transitioned to a complete digital archival system for medical images at this time. Legacy hard copy films have been retained since this time but the majorities are no longer medically relevant and, in accordance with VHA records retention guidelines may be destroyed. The space occupied by the film library in the VA NY Harbor New York Campus 6th floor, Clinical Addition will be repurposed to house the new MRI suite in 2014. TASKS: The contractor shall: Remove existing films from their paper jackets and packaging films in boxes, stacked on pallets and plastic shrink wrapped for transport. Retain master jacket for use by NYHHS personnel to record records destruction. Move pallets from sixth floor to loading dock/warehouse (freight elevator is available). REQUIREMENTS: All contractor personnel to undergo any required medical clearance, security check, privacy training and meet any other training required by NYHHS and/or VISN3 Information Security Officers. All work to be started within two weeks of award and completed in a continuous fashion during normal business hours from start to finish without planned lapses. Exceptions may be made by written agreement with the Chief of Service, Radiology. ACCEPTANCE: The end result will be the removal of all existing films from the film library at VANYHHS by packaging into boxes and stacking on pallets as required for shipping, and subsequent transport to the loading dock. Master jackets to be retained and given to NYHHS personnel. Acceptance criteria will include a walk-through inspection of film library with Chief of Service and/or Administrative Officer to ensure removal of all existing films for recycling. Receiving Report will be completed upon satisfactory results of the inspection. PERFORMANCE PERIOD: July 11, 2014 to August 10, 2014
