- Description
- The 319th Contracting Flight, Grand Forks Air Force Base, ND intends to issue a Request for Proposal (RFP) for a firm fixed price (FFP) contract to Repair the Airfield Lighting System and Add/Repair the Airfield Lighting Vault. The work required to be performed by the contractor consists of: Expanding the existing lighting vault building, update the existing lighting vault by replacing the existing regulators and the existing generator with new ones. The existing pad mounted transformers will be replaced with new ones and the electrical service to the existing lighting vault will be replaced with a new 480Y/277 volt three-phase four-wire service; all the new regulators will operate with an input voltage of 480 volts. The existing regulators must remain in operation until the new ones are installed. Project also consists of upgrading the existing airfield wiring and testing of the existing regulators for Polychlorinated Biphenyl (PCB). The resulting contract will have a magnitude More Than $10 Million. The performance period will be 365 days after issuance of notice to proceed with a no work period of 1 November through 15 April. This acquisition is being issued as Unrestricted. The North American Industry Classification System (NAICS) Code is 238210, Electrical Contractors, with a Small business size standard of $14 million. Award will be made using using the Source Selection procedures referenced in the Federal Acquisition Regulation (FAR) 15.3, Air Force Federal Acquisition Regulation (AFFARS) 5315.3, and Mandatory Procedure (MP) 5315.3 Source Selection, as well as the tradeoff process referenced in FAR 15.101-1, Tradeoff Process, resulting in the best value to the Government. NOTICE TO OFFERORS; FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION/RFP EITHER BEFORE OR AFTER THE BID OPENING/RFP CLOSING DATE. ALL OFFERORS WILL BE REQUIRED TO KEEP PROPOSALS SUBMITTED VALID UNTIL 31 DECEMBER 2014. Prospective contractors must be registered in the System for Award Management (SAM), www.sam.gov, prior to award. All prospective contractors must ensure that representations and certifications contained in the SAM system are current. Failure to register at SAM website may make the offeror ineligible for award. This solicitation will only be available for viewing and downloading at http://www.fedbizopps.gov/. No paper copies or CD-ROMs will be issued. Offeror list will not be maintained, interested vendors should sign up at the interested vendor list. The Government anticipates posting the solicitation on or about fifteen days after issuance of this notice.
