- INTENT TO SOLE SOURCE PM SOLUTIONS/PM COLLEGE, SS-CFPB-14-0078 The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Consumer Financial Protection Bureau (CFPB) intends to award an Order to PM Solutions/PM College on a sole source basis, under authority of FAR 6.302-1, for Implementing Agile in a Waterfall World employee onsite training. The CFPB requires Implementing Agile in a Waterfall World employee (30 individuals) training to be conducted onsite at 1133 15th St, NW, Washington, DC 20005. This foundation course encompasses what is needed to put new Agile knowledge to use and is complemented by hands-on exercises. Each of the sections includes best practices for transitioning and implementation to help participants avoid common pitfalls in going Agile. PM College is dedicated exclusively to providing onsite training and focused learning solutions. All PM College offerings are in alignment with the current edition of the Project Management Institute's (PMI®) A Guide to Project Management Body of Knowledge (PMBOK® Guide). PM College instructors are experienced in providing training programs to multi-national companies, are PMP-certified, and have delivered training to organizations in more than 40 countries on all continents and to more than 50,000 participants. PM College couples self-paced eLearning with instructor-led programs to reinforce concepts learned in the classroom. The International Association for Continuing Education and Training (IACET) has reviewed and approved PM College as an Authorized Provider of Continuing Education Units (CEUs). CEUs are widely accepted as evidence of educational attainment for post-secondary learning. The Implementing Agile in a Waterfall World course covers the following learning objectives: • Align Agile practices with PMI's A Guide to the Project Management Body of Knowledge • Understand the key differences between a waterfall and an Agile approach to software development, then identify the areas you will benefit most from. • Identify and eliminate the traditional practices that undermine your project success. • Learn the 5 true measures of project success, then map each of them to Agile practices with tips on implementing them immediately. • Uncover the organizational problems that most companies never discover they have, then learn the Agile technique to remedy the solutions. No other training courses were identified at the required timeframe similar in scope and content which cover the topics and learning objectives listed above. The learning objectives of this course match the skill requirements and on-going professional development of the individuals selected to attend (The participants have been assigned roles to assist with change management and project management within CR). This course fills knowledge gaps and increases competencies in Excel and statistical analysis. This timeframe is required as CFPB's contract with the developer of the software for their complaint management system requires them to begin using Agile for project management imminently. This course is needed in order to ensure the federal staff is aligned and ready to perform in concert with this next stage of development of the CRM. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted. Fiscal Service will consider written responses received no later than 1000 (10:00am ET) 17 JULY 2014. Responses must be submitted electronically to psb3@bpd.treas.gov, Attn: EDG/CNG. Responses must include sufficient evidence that clearly shows your company is capable of providing the training described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, Fiscal Service will make award on a sole source basis to PM Solutions/PM College. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HUBZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number, should the Government have questions regarding individual responses. 2. DUNS Number. 3. Specific details of the training that your company offers in regards to this notice. 4. Whether your training program is available through a Government contract vehicle or Open Market. 5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company is or has provided the content to. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office and Adobe compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time.
