Description
The U.S. Department of Agriculture, Agricultural Research Service, Mid South Area, has a requirement to build-out existing interior space into laboratory and office spaces that will include the moving of furnishing from current location to new space for the USDA, ARS, Animal Waste Management Research Unit, Bowling Green, KY location. The site of work contemplated by this specification is at Buildings 2, 3 and 4 located at the Animal Waste Management Research Unit, USDA, ARS in Bowling Green, Kentucky and at the WKU Center for Research and Development, 2413 Nashville Road, Bowling Green, KY. The work includes, but is not limited to, these principal features of work: A. This project contains one Base Bid, work includes: 1. Dismantle existing lab casework and countertops at existing site and transfer and reassemble at new location. 2. Relocate and reinstall selected pieces of existing lab equipment. 3. Renovate 2 large lab spaces. Renovation includes modifying existing structural elements to support new equipment, saw cutting and repairing existing slab for new plumbing, new partitions and finishes, new HVAC, expanded electrical work and installation of new and existing lab casework and equipment. 4. New partitions and finish work to create 4 new offices in existing office area. Minor electrical and HVAC modifications to accommodate new spaces. Note: The above general outline of principal features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all labor and materials required by the plans and specifications. The term "provide" as used in the specifications and on the plans means to furnish and install the work indicated. Performance Period: The Contractor shall complete all work within 240 consecutive calendar days after Notice to Proceed (NTP). The work shall be completed in 3 phases: Phase 1: Work shall include renovation of the office spaces and the two lab spaces with the exception of the relocation and installation of casework and equipment. A two week notice shall be given to USDA prior to proceeding to Phase 2. Priority shall be given to completion of office spaces. Phase 2: Work shall include the dismantling and relocation of casework and selected equipment for the Environmental, Soils and Emissions Labs and Microscope Room. These labs shall be in full working condition prior to moving to Phase 3. A two week notice shall be given to USDA prior to proceeding to Phase 3. A period of 1 week shall be allocated between Phases 2 and 3 for USDA to relocate staff and equipment. Phase 3: Work shall include the dismantling and relocation of casework and selected equipment for the Microbiology and Hydrology Labs and the Autoclave Room. This procurement is set aside for a small business concern. The NAIC Code for this procurement is 236220. Small Business Size Standard is 33.5 million. It is anticipated that award will result in a single award, firm-fixed-price contract. The magnitude of this construction project is between $500,000 and 1 Million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-74. Solicitation No. AG-4431-S-14-0022, solicitation package, specifications, and drawings documents will be available for viewing and downloading at the Fed Biz Opps web site: www.fedbizopps.gov on or about August 4, 2014. Paper copies will not be issued. All interested responsible offerors may submit an offer. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. The proposed offer due date and site visit will be identified within the solicitation. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov.
