Description
NASA Armstrong Flight Research Center (NASA/AFRC) has a requirement for use of Australia's Commonwealth Scientific and Industrial Research Organisations (CSIRO) distributed multi-agent system network including the electronic control, data acquisition and processing system. NASA/AFRC intends to issue a sole source modification to increase the overall contract value in order to procure additional operational support of CSIROs system network to use in AFRCs development and demonstration of a structural health monitoring system for thermal protection systems (TPS). This system network incorporates CSIRO-proprietary topology, sensors and networks and is able to interface with an optical fiber Bragg grating (FBG) system developed by NASA/AFRC. This effort constitutes a continuation of previous collaboration with CSIRO starting in 2001 and is critically based on previous specific advances made by CSIRO in the development of its proprietary architecture. AFRC envisions leveraging the developments from the earlier NASA/CSIRO work on structural health monitoring to create an integrated system demonstration on large scale aerospace vehicle thermal protection structures, in particular on the development of a distributed multi-agent system demonstrator for impact detection and damage characterization. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 11:59 p.m. PT on July 25, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
