- The Contracting Office of the US Forest Service, Region 10 in Anchorage, Alaska 99501, anticipates posting a request for proposal (RFP) for the exclusive use charter services for boat and helicopter, contractor operated and maintained, under the direction and control of the Forest Service. Summary of the scope of work: The boat and helicopter are required to facilitate a forest resource inventory of the Tongass and Chugach National Forests, adjacent State, Private and Federal lands. The requirement consists of the use of one (1) boat capable of providing berthing and meals for up to 14 Forest Service inventory crew members in a live-aboard setting with a platform capable of helicopter landings. The project will also require the exclusive use of a turbine powered helicopter with pop-out floats, capable of carrying five (5) passengers and equipment. The project area is coastal Alaska from the southern tip of the Southeast Alaska Panhandle (area around Ketchikan) to Kodiak Island. The boat and helicopter will move as the inventory progresses. The term of the contract will be one (1) base year with option to renew for four (4) additional years. The initial contract period of performance will be 1 April 2015 - 30 March 2016. The estimated mandatory period of performance, for the base year, for the boat, is 01 June 2015 through 25 July 2015 and for the helicopter it is estimated to be 01 June 2015 - 26 July 2015. It is anticipated that there will be 55 days of use for the boat and 150 hours for helicopter operations guaranteed. It is expected that the request for proposals (RFP) package will be posted on or about 28 July 2014. Responses will be due on or about 28 Aug 2014. Anticipated award date is approximately 15 days after receipt of proposals. The NAICS code for this requirement will be 481211 and the small business size standard is 1,500 employees. This requirement will be posted as small business set-aside. Further, it is expected that a pre-proposal conference call will be held on or about 12 Aug 2014. Specific details regarding the conference call will be included in the RFP package.
