Description
THIS IS A SOURCES SOUGHT NNOTICE ONLY and a SOLICITATION IS NOTCURRENTLY AVAILABLE. This notice is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Government. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. USDA, ARS, National Center Agricultural Utilization Research (NCAUR), Peoria, IL is seeking a contractor to provide a laser system to aid in the conduct of two specific mass spectrometry experiments consisting of laser assisted electrospray ionization (LAESI) mass spectrometry and "infrared laser ablation metastable-induced chemical ionization" mass spectrometry. The NCAUR is issuing this sources sought to identify parties having an interest in and the resources to provide a laser system that will be capable to ablate samples by irradiation of the water in the samples at the strong absorbance wavelength of water at 2940 nm prior to ionization and ultimate mass spectrometric detection with the following specifications: 1. The laser must be of a pulse type. 2. The laser must be capable of delivering light of a wavelength of 2940 nanometer (nm) (mid-infrared). 3. The laser must be able to deliver a user controlled pulse energy up to at least 0.5 millijoule output power at the specified wavelength of 2940 nm. 4. The laser must allow user selectable pulse repetition rate between less than 5 and greater than 10 Hz repetition rate. 5. The pulses delivered by the laser must be of a length (duration) of between 5 and 20 (nominal) nanoseconds. 6. The laser must be capable of delivering a beam of between 2 and 5 mm (nominal) diameter. 7. The laser must allow computer or remote control of "on / off", laser power, and pulse repetition rate functions. 8. The laser must be of Nd-YAG (neodymium-doped yttrium aluminium garnet) or Er-YAG (erbium-doped yttrium aluminium garnet) laser technology: 9. The laser must be readily mounted to an optical bench 10. The laser must utilize internal liquid or air cooling. The result of this market research will contribute to determining whether there are adequate sources available from which to receive competitive quotes. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 334516. Submission Instructions: Interested parties, who consider themselves qualified to provide the product as detailed are invited to submit a response to this Sources Sought Notice by 1pm cst, July 21, 2014. If your organization has appropriate qualifications and capacity to provide this product, please provide the following information: (1) A complete and "active registration in SAM (System for Award Management) database which includes DUNS number, Organization name, address, contact name, email address, Web site address, telephone number, type of organization, small business type (if any), etc; (2) A list of previous customers (Federal Preferred) which were provided products similar in nature (3) Color Product Literature showing the features of varying models, types and functions of Laser systems which the company has available. Request potential sources only submit the minimum information necessary and no more than 10 pages. However, NCAUR may contact sources to gather additional information as needed.
