- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED AS A RESULT OF THIS ANNOUNCEMENT. This notice is being published by the National Institute of Environmental Health Sciences (NIEHS) in accordance with the Federal Acquisition Regulation (FAR) Part 5.201 and 5.204 requiring notice of a proposed action. This is a notice of intent to procure the extension of services currently provided under Contract Number HHSN291200445527C. This is NOT a request for competitive proposals. The statutory authority for this sole source action is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Inherent duplication of costs to the Government, the need for consistency and continuity of services, and delays in service do not make competition feasible. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate with Experimental Pathology Laboratories (EPL) of Sterling, Virginia in accordance with FAR 6.302-1 and HHSAR 306.302-1. Contract extension will provide the National Toxicology Program (NTP) with continued support for Pathology Support for the National Toxicology Program Quality Assessment for the NTP for up to one year beyond the current expiration date of September 29, 2014 for Contract Number HHSN291200445527C. NIEHS shall re-compete as soon as practicable for the services provided under this contract, with an award anticipated in FY 2015. This notice of intent is NOT a request for competitive proposals. However, the Government will consider all responses received within fifteen (15) days of this posting. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice. Please email responses regarding this requirement to Thomas M.
