- PRESOLICIATION NOTICE The proposed contract action is for supplies/services for which the Government intends to solicit, negotiate, and enter into a Firm Fixed Price Non-Commercial Purchase Order IAW FAR 13, Simplified Acquisition Procedures for the following procurement: Background Information: CDC has developed an emergency response method for analysis of urine for Polonium-210 content. Published articles and comments from others in the radiation community indicate that this method may need additional preparation procedures to ensure that all polonium content in urine that has actually been incorporated into the urine by a biological system is recovered. To determine this, side-by-side comparisons of split-sample analyses will be performed using this new method both with and without full pre-digestion of the samples, using urine samples that have had Polonium-210 incorporated into them by a biological system as similar to humans as practical (e.g., primates or pigs or dogs, etc.) Project Objective: The objective is to produce animal urine that has Polonium-210 administered and incorporated into it via the animal's natural intake process (e.g., ingestion, inhalation). At the time of delivery to the CDC, this urine must have an activity level ("desired activity level") which is significantly above (twice or more) the maximum "activity level of interest". This "activity level of interest" is 130 Bq/L, and is tied to the Clinical Decision Guide levels in NCRP Report No. 161. Scope of Work: At the vendor's facility, with the vendor's animals, equipment and supplies, and under the vendor's approved, normal procedures and protocols that meet all applicable regulations, vendor will appropriately dose chosen animal(s) with Polonium-210 to obtain urine which will have the "desired activity level" when it reaches CDC. Vendor will collect urine at appropriate times so that the single, homogenized sample has the "desired activity level" when it reaches CDC. Vendor will homogenize, freeze and ship the urine to CDC so that it has the "desired activity level" when it reaches CDC. Deliverables: Four (4) liters of animal urine with Polonium-210 incorporated into it as described above. Polonium-210 content must be greater than or equal to 260 Bq/L at the time of CDC's receipt. Delivery time should be within 120 days after receipt of order. This requirement is being solicited on an unrestricted basis as full and open competition. Presolicitation posted July 11, 2014 and closing 15 calendar days after posting. Estimated solicitation issue date is July 28, 2014. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a quotation/ proposal will be provided any changes/amendments and considered for future discussions and/or award. The complete solicitation document, and reference material, if applicable, will be available for downloading at www.fedbizops.gov on or about July 28, 2014 and quotes will be due on or about August 29, 2014.
