- PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Sustainable Technology Division (STD) and Sustainable Environments Branch (SEB). The EPA/ORD/NRMRL/STD/SEB has a requirement to service in-pipe flow monitoring requirements for research work in green infrastructure (rain gardens, cistern storage, urban agriculture, permeable pavement, etc.) integration where the overall objective is to achieve improved combined sewer system flow performance. The intent of this requirement is to procure in-pipe flow monitoring services in several locations across the United States for a base year and options for up to three additional years. The contractor will utilize their flow monitoring equipment which will be installed, operated, and maintained by the contractor. The start date of the project is anticipated to be Fall of 2014. The following locations have been selected: Cleveland, OH; Detroit, MI; Omaha, NE; and possibly Buffalo, NY. The EPA anticipates 1 year monitoring in each of 10 positions/pipes in each of the cities listed above. The contractor shall provide datasets on a monthly basis, along with calibra tion and maintenance reports. The time interval for measurements shall be 5 minutes, though the contractor should consider providing a scaled monitoring interval that would shorten the time between measurements during periods of rapidly changing flows (e.g., period of peak domestic sewer flow, storm flow, etc.) The parameters measured should include: date, time, depth, average velocity, pipe shape, dimensions, evidence of leaks, repairs, hydraulic jumps, or other features that may affect flow measurement, pressure depth (to help scale surcharge conditions), velocity, up/down looking ultrasonic depth, among other available measurements. Flows shall be reported to the nearest gallon per minute. Depths shall be reported to the nearest 0.01 inch. Velocities shall be reported to the nearest 0.01 feet per second. Data shall be provided in electronic format such as Microsoft Excel or other acceptable format (such as ASCII) compatible with Microsoft Excel, and reports generat ed once every week after initial data. Please note: the contractor will utilize their flow monitoring equipment which will be installed, operated, and maintained by the contractor. The Period of Performance will begin with the award of the purchase order, include installation and calibration of flow monitors and will end after the EPA receives 1 year of datasets from each of the monitors at each site. There will be an option for three (3) additional one (1) year extensions to the order. EPA has determined that the services to be provided as commercial in nature and the requirement falls under the commercial items test program of FAR part 12.6. The solicitation is subject to full and open competition under FAR Part 13 Simplified Acquisition Procedures. The EPA anticipates that award will be made by August 15, 2014. The request for quote is anticipated for release on or about July 18, 2014, and will be made available through FedConnect at www.fedconnect.net. Questions concerning this synopsis should be submitted within 7 calendar days of the date of publication of this notice. Telephone requests for the request for quotation will not be honored.
