Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number DJD-14-R-0030 is being issued as a Request for Proposal (RFP). The solicitation document and attached incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75. NAICS 334310 - Size Standard 750 employees The Drug Enforcement Enforcement Administration (DEA) intends to issue an indefinite delivery/indefinite quantity (ID/IQ) contract under the test program described in FAR 13.5 for video recording equipment. The proposed contract period is a 12 month base year and one 12-month option period. The maximum amounts are provided herein as estimates only, and are not guarantees of total numbers of items to be purchased under this contract. The guaranteed minimum dollar amount for this contract is $25,000 in the base year. There is no guaranteed minimum beyond the base year, i.e., optional year. The base year is the date of the contract award through June 20, 2015. All supplies shall be ordered by the placement of delivery orders executed by the U.S. Department of Justice, Drug Enforcement Administration (DEA). Delivery orders will be signed by a Contracting Officer. Delivery orders may be issued against the contract on an as-needed basis to accomodate the need of the requirement. Base Year: July 21, 2014 - June 20, 2015 Line Item 0001: Sony FDR-AX100/B Video Recorder (Brand name only) Line Item 0002: Manfrotto MVH 500A Head with MVTAM Tripod Option Period I: July 21, 2015 - June 20, 2016. Line Item 0001: Sony FDR-AX100/B Video Recorder (Brand name only) Line Item 0002: Manfrotto MVH 500A Head with MVTAM Tripod Delivery is to be made to the DEA Office Locations attached (Appendix A). The provisions at 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation -Commercial Items; 52.212-4 Contract Terms and Conditions Commercial Items; and 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, apply to this acquisition. The following FAR Clauses 52.216-18; 52.216-19, Fill-in $25,000, the maximum quantity as stated herein; the maximum quantity as stated herein; 10 days; 10 days; 52.216-20; 52.217-8; 52.217-9 (Fill-in: 60 days; 60 days; 60 months); 52.232-18; For the purpose of 52.212-2, evaluation will be based in order of importance: Factor 1 - Technically acceptable, Factor 2 - Delivery, Factor 3 - Price will be evaluated based on lowest price. Offerors are required to provide a complete copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items; along with the offer via email. The Government intends to make a single award to the responsive, responsible offeror who offer conforming to this combined synopsis solicitation will be the most advantageous to the Government. Parties responding to this combined synopisis solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.), but must include the following information: Companies complete mailing address and remittance address, discounts for prompt payment, if any (e.g. 1% 10 days), delivery/availability of products, in accordance with the Government's stated requirement, the Companies DUNS number, CAGE Code Number and Taxpayer Identification Number (TIN). All offerors must be received no later than 2:00 p.m., (eastern time) on July 17, 2014 to Department of Justice, Drug Enforcement Administration, Office of Acquisition and Relocation Management, via email at John.C.Girard@usdoj.gov. Only Brand Name quotes will be accepted. The deadline for questions is July 15, 2014 at 12:00 p.m. eastern time. All questions and answers will be posted as an amendment to this solicitation.
