Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Laser Light Solutions, 20 D Worlds Fair Drive, Somerset, NJ 08873-1362. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334419, Other Electronic Component Manufacturing; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Laser Light Solutions, 20 D Worlds Fair Drive, Somerset, NJ 08873-1362 for an 8 watt Blue/8 watt Green, DUAL Forensic Laser. Services are being procured under FAR 13.5, Simplified Acquisition Procedures. The use of a forensic light source is instrumental for the FBI in the visualization of latent fingerprints on evidentiary items. Examiners utilize multiple light sources in the FBI Laboratory; however, the use of light sources in the field requires additional considerations. These considerations include the fact that the light source equipment must be powerful, compact and versatile. The portable dual (Blue/Green) forensic laser system from Laser Light Solutions is the only portable dual laser system that meets and/or exceeds the FBI requirements. The versatility and functionality of the portable dual laser system from Laser Light Solutions centers around its portability and dual 8 watt light wavelength technology (basically two 8 watt lasers in one system). The Laser Light Solutions system will allow examiners to efficiently, effectively and safely process evidence at FBI partner laboratories throughout the country. The FBI currently owns the portable dual (Blue/Green) forensic laser system from Laser Light Solutions and found the equipment to be of high quality with great success. Extensive market research was done on portable dual forensic laser systems and found that other companies dual forensic laser systems does not have 8 watt capability for blue light or does not have 8 watt capability for blue and green light. Laser Light Solutions is the sole manufactured and provider of the portable dual laser system that has two 8 watt lasers in one system and is the only laser system that will meet the requirements of the FBI. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, July 15, 2014, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
