Description
The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement for the United States Army Medical Research Institute of Chemical Defense (USAMRICD) for a floor centrifuge. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This requirement is unrestricted. The North American Industry Classification System (NAICS) code is 334516 with a size standard of 500 people. This code shall be listed in System for Award Management (SAM.gov) prior to award. The following are the Minimum Essential Characteristics for the requirement: Floor Model Centrifuge: Capable of RCF up to 100,000 x g Minimum capacity is 6 L Noise level less than 59 dBA Refrigerated with pre-cooling function Temperature range -20oC to +40oC Temperature accuracy maximum + 2oC Carbon fiber rotors available Available rotor types must include swinging bucket, fixed angel, and continuous flow/zonal Drive system high torque brushless motor Speed control accuracy +25 rpm Max. Speed minimum is 28,000 rpm Imbalance tolerance minimum is 5% of opposing load. Accel/Decel Profile minimum 9 Accel, 10 Decel Integrated rotor calculator for protocol modifications and transfers Onboard run log-in of user and run conditions Capable of Continuous Flow and zonal rotor use. Control by Touch Screen Onboard run login of user and run conditions Capable of Automatic door opening using Must have a vacuum system to reduce power requirements during operation. Automatic rotor locking system Automatic rotor Identification Capable of push-button rotor exchange Must not require instrument bolt down, but must have bolt down capability as option Run-time minimum of 99 h and be capable of 'hold' runs Control memory to store minimum of 90 run programs Must have Certification cULus, CE; IEC 61010-2-020 2nd Ed. or later, ROHS, WEEE Rotors: Rotors must be supplied by the centrifuge OEM to ensure compatibility with the selected floor model centrifuge Rotors must be capable of secure push-button rotor exchange without tools. Rotors must have rotor identification suitable for the selected floor model centrifuge for automated rotor identification Large capacity swinging-bucket rotor with a minimum RCF of 3890 x g and a minimum maximum RCF of 10,000 x g supporting multiple tube types and adaptors and speed handles on each rotor lid with a minimum15 year warranty Fixed angle rotor made of carbon fiber with 6 x 250 mL/btl capacity and a minimum maximum RCF of 30,000 x g a weight max of 17.5 lbs with a minimum15 year warranty Fixed angle rotor made of carbon fiber with 14 x 50 mL/tube capacity and a minimum maximum RCF of 33,000 x g with a minimum15 year warranty Fixed angle rotor made of carbon fiber with 8 x 50 mL/tube capacity and a minimum maximum speed of 20,000 rpm with a minimum15 year warranty Other general requirements: System must have a minimum warranty of 12 months System must have a minimum warranty of 36 months on the drive unit System must have a minimum warranty of 60 months on the refrigeration unit. Site prep documents All responsible sources may submit a quote, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about July 10, 2014, and will only be available until July 17, 2014. Specifications of the requirement are provided in solicitation: W81XWH-14-T-0331. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors SHALL be registered in the System for Award Management (SAM.gov) and have completed its representations and certification completed via SAM. Contractors may obtain information on registration and annual confirmation requirements via www.SAM.gov. All questions should be addressed in writing to Jennifer Hayden, Contract Specialist at jennifer.e.hayden.civ@mail.mil. Only one set of questions shall be received from each offeror. Numerous emails from one offeror shall not be accepted. No questions will be accepted after July 15, 2014 at 10:00 a.m. ET. Bidder lists will not be maintained. All interested parties shall provide their quote to Jennifer Hayden at jennifer.e.hayden.civ@mail.mil by 12:00 p.m. ET on July 17, 2014 in order to be considered for this solicitation.
