- SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8217-14-R-ANFPS124 Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding Size standard of 14M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: 2.1 AN/FPS-124 Service Life Extension Program Study - Sources Sought For planning and information purposes, the Air Force Life Cycle Management Center, Atmospheric Early Warning System Section (AFLCMC/HBZIA) is seeking potential sources to perform a service life extension study for the AN/FPS-124 Short Range Radar (SSR) System. 2.2 Background The AN/FPS-124 SSR was designed and built by Unisys in the early 1990s. At the same time, there was a life-time purchase of spare parts. The AN/FPS-124 service life was to be until 2010. The Air Force is running out of spare parts. Unisys is no longer in business. The new requirement for service life is through 2040. The Air Force needs to determine the most cost effective way to provide spare parts for the AN/FPS-124 through 2040. 2.3 Purpose A successful contractor will be able to: •1. Review provided part failure rates for AN/FPS-124 parts to identify trends. •2. Using provided information from the part failure rate, the Government and Industry Data Exchange Program (GIDEP), and AVCOM, project future failure rates for AN/FPS-124 parts. •3. Compare current and projected failure rates of AN/FPS-124 parts with current Air Force parts inventories and commercial availability as well as projected future commercial availability. •4. Review AN/FPS-124 technical data and determine if it will be more cost effective to: •a. Redesign or remanufacture parts at the component level •b. Redesign parts at the circuit card/sub-assembly level •c. Redesign at the black box or multiple black box level •5. Provide the results of the study including recommendations to AFLCMC/HBZIA 2.4 Market Survey •1. Please describe your company's experience in •a. Performing obsolescence analyses as described in items 1 through 3 above. •b. Determining cost effective methods of dealing with electronic obsolescence as described in item 4 above. •2. Please provide the size of your business with regard to North American Industry Classification System (NAICS) code 541330 per the standard described in Federal Acquisition Regulation (FAR) Part 19.102 (FAR available at http://farsite.hill.af.mil ) •3. If you believe this study should be performed under a different NAICS code, please recommend an alternate NAICS code and the rationale for the alternative code. •4. Please provide a budgetary rough order of magnitude estimate of the price to perform the study. •5. Please provide a rough order of magnitude estimate of the time required to perform the study.
