Performance Work Statement (PWS) Statement of Capability Special Notice THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a Special Notice that includes a Request for submission of Statement of Capability (SOC) addressing the capability to provide sustainment and development of Energy Procurement Support Tools (EPST). DLA issues this Special Notice solely for information and planning purposes, it does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP) or a promise to issue an RFQ or RFP in the future. This SOC does not commit the Government to contract for any supply or service whatsoever. The information provided in the SOC is subject to change and is not binding on the Government. At this time, the Defense Logistics Agency (DLA) is not seeking proposals; and DLA will not accept unsolicited proposals for the work described in the attached documents. DLA will not pay for any information or administrative costs incurred in response to this SOC. REQUEST FOR STATEMENT OF CAPABILITIES The propose of issuing this Statement of Capabilities under SP4706-14-SOC-EPST-DCSOE is to identify potential contractors and assess their capability to provide sustainment and development of Energy Procurement Support Tools (EPST), to Defense Logistics Agency (DLA)- Information Operations, Energy Applications. DLA Energy uses EPST for the sustainment and development of the Requirements Manager (RM), Bid Evaluation Model (BEM), Contract Information System (CIS) and Transportation Rate Information System (TRIS). The purpose of the EPST requirement is to continue sustainment beyond Dec 31, 2014 when the current effort expires. Please, see the PWS attached entitled "Sustainment and Development of Energy Procurement Support Tools (EPST)" for a complete breakdown of specific requirements. However, the following summary (see below) will provide a general overview of this requirement. DLA requires that all interested parties address all requirements within this SOC by posted deadline of July 21, 2014 at 12:00 P.M. Eastern Time. SUMMARY Sustainment and Development includes a full range of services, provided by DLA Energy. These services include but not limit to Contract management, Application Sustainment and Operational Support (Knowledge Transfer, Training Support, Tier 2 Help Desk Support, Documentation Support, Test Support, Security/Certification and Accreditation) and Development Support (System Change Requests). In order to facilitate your ability to respond to the general requirements of this SOC, please refer to the PWS. The general requirements to this SOC are as follows: 1. Provide a brief narrative discussing of your capability to provide EPST development and sustainment support. The narrative discussion shall address the capability to provide Sustainment and Maintenance for the following: a. Contracting Management (Project Oversight) - The narrative discussion shall address the following • Develop and submit a Quality Control Plan to allow an evaluation of the contractor's acceptable quality standards. • Quarterly In-Process Reviews (IPRs) to the Contracting Officer (CO) and Contracting Officer Technical Represent (COTR). • Monthly Status Report to the Government to provide a summarization of progress of all active PWS Tasks which include problems encountered, future plans and cost estimates of the plans. • Your capacity to provide impact reports to the COTR and Government designated appointee(s) when activities or issues outside of the Contractor's control, such as but not limited to network instability, directly impact the Contractor's performance. b. Sustainment and Operational Support - The narrative discussion shall address the following: • Your capability to provide functional and technical design documents for Problem Trouble Reports (PTRs) for a defect during application monitoring, analysis of issues with data feeds or interfaces or during analysis of problems reported in help desk tickets. The aforementioned documents shall include the development of a test plan, test report and release notes for each PTR. • Your capability to provide knowledge transfer by documented business rules and requirements. • The capability of your company to provide training support to develop specific training materials for existing applications supported and any new applications developed under the attached PWS • Your capability to provide helpdesk ticket monitoring and resolution (Helpdesk Support (Tier 2)). The narrative discussion shall address your company's capability and experience performing helpdesk ticket monitoring and resolution • Your capability to prepare and provide documentation support as request by the Government. • Your capability to provide Security/Certification and Accreditation (C&A) support. C&A requirements may include; but are not limited to: security, test and evaluation deficiencies; platform certification reviews; CERT Taskings, Advisories and Migration related issues. • The capability of your company to implement, support and maintain on call support for Help Desk Ticket Monitoring and Resolution, Development Support and Application Sustainment and Operational Support. The Contractor shall be available 24x7x365 for on call support. • Your capability to provide Legacy applications sustainment as follows: analysis of legacy data, archiving legacy data, data retention, data cleansing, data deletion, data migration, data consolidation and report definition and generation. c. Development Support (System Changes Request) • Your capability to provide functional and technical design documents, but not limited to System Change Requests (SCRs). The aforementioned documents shall include the development of a test plan, test report and release notes for each PTR. • Your capability to provide development support for enhancements to the BEM, CIS and TRIS applications. • Your capability to develop a design document detailing functional and technical specifications (based upon the requirements in the SCR), cost estimates (containing proposed labor categories and labor hours per category) and schedule estimate (estimated start and completion dates). These documents shall meet the DLA Gold Documentation Standards. 2. Provide a brief narrative discussion of your previous experience with Government contracting and doing business with the Government. Include contract numbers and contact information (Organization, Representative's Name, mailing, address, telephone, and e-mail) for each experience cited. 3. Responses shall have the Statement of Capability questions and answers submitted with the following limitations and format requirements: • No more than five pages for each narrative response focus area • Font is Times New Roman, 12 point. • White space and conventional paragraphing are required for readability • The deadline for submission is No-Later-Than (NLT) July 21, 2014 at 12:00 P.M. Eastern Time. 4. The responders' SOC shall include their company Cage Code, TIN, DUNS number, GSA Contract Number (If the company has a GSA Schedule) and Point of Contact Information. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a "Special Notice" or Statement of Capabilities that includes a Request for Information (RFI) to receive comments regarding the attached Performance Work Statement under SP4706-14-SOC-EPST-DSCOE. DLA issues this Special Notice solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Statement of Capabilities does not commit the Government to contract for any supply or service whatsoever. The information provided in the RFI is subject to change and is not binding on the Government.
