- This is a Notice of Intent: Single Source for Male and Female Mice / DEPARTMENT OF HEALTH & HUMAN SERVICES Food & Drug Administration Memorandum July 10, 2014 Notice of Intent: Single Source FDA_14-223-RFQ-1135330 Notice of Intent to Single Source - Jackson Laboratories The U.S. Food and Drug Administration (FDA) intend to award a Purchase Order on a single source basis to The Jackson Laboratory, 610 Main St. Bar Harbor, ME 04609 under the authority of FAR 13.106-1(b)(1). This requirement is being issued in conjunction with FAR Part 13 Simplified Acquisition Procedures. The Center for Biologics Evaluation and Research (CBER) in need of Male and Female Mice that is of the same mouse strains that are currently being used in a wide variety of ongoing CBER research and regulatory activities. The strain is listed as follows: C57BL/6J (000664) (The Jackson Laboratory Strain). The Mice are bred to be genetically identical to the normal mice in all respects except for the targeted mutation of interest. These sub strains are available only from Jackson. The studies in which mice with targeted mutations are used require large numbers of "control" normal C57BL/6J wild type mice as points of comparison, with consistent and predictable supplies of the appropriately age and gender matched Jackson mice. The mice from The Jackson Laboratory are genetically unique, available only from Jackson, and critical for success of the CBER research studies for this requirement. The Requirement is listed as follows: • 960 Male Mice: Strain # 000664/C57BL/6J • 320 Female Mice: Strain # 000664/C57BL/6J On June 10, 2014 a Sources Sought Notice (SSN) was released with a response date of June 17, 2014. The SSN was released in an effort to research the market for the Male and Female Mice and as a result of the SSN, no responses were received. The Jackson Laboratory is the sole supplier of Strain # 000664; CBER and research confirms that there are no other suppliers of the Jackson Strain # 000664. Accordingly, and pursuant to FAR 13.106(b), these items will be solicited on a single source basis from The Jackson Laboratory. Notwithstanding, any firm that believes it is capable of providing the required items as stated herein may submit a capability statement to document its ability to provide the required items/services. A copy of the solicitation is available upon request by the point of contact identified below. A determination to compete this procurement based on a response to this notice is solely within the discretion of the government.
