- The Defense Logistics Agency (DLA) Aviation, Philadelphia, PA intends to negotiate on a non-competitive basis with 2Is Inc., 75 West Street, Walpole, MA 02081 to provide analytical support to DLA Acquisition Professionals on complex Performance Based Logistics (PBL) contracts under DLA Captains of Industry (COI) initiatives. Support includes Business Case Analysis (BCA) model development for individual PBL efforts and detailed design for each model to ensure the subsequent application is consistent with the approved model and the available incorporated data. Model design is followed by application deployment and quality assurance to ensure output validity. Subsequently, analytical support will be provided to the Contracting Officer in support of negotiation. The COI initiative provides long term performance based support for thousands of critical aviation consumable and depot level repair parts. The Government intends to procure the above services to support the execution of the COI initiative under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The contract will be awarded pursuant to 10 U.S.C. 2304 (c) (1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The period of performance on this procurement will be 24 months from date of award. Critical to the COI initiative is ensuring DLA Aviation is supported in the performance of the following: analysis of historical trends in demand and pricing and development of expected future costs during the proposed contract period of performance, analysis and identification of areas of risk due to variable demands and analysis of inventory positions and restocking requirements. The success of this effort will directly affect the cost of aviation material for all services. 2i s, Inc. is the incumbent contractor and the existing source for this effort and, as such, is uniquely qualified to provide the support services for this requirement within the timeframes required by DLA. It is the Governments best interest to issue a new contract to 2i s, Inc. for execution of required services. All BCAs should use the same techniques, follow the same structure, and provide the same deliverables which replicate what was provided to DLA to support previous COI efforts. 2i s, Inc. is a Small Business. A determination by the Government not to open this requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. Any responses should reference the solicitation number SPRPA1-14-R-009U.
