Introductory Paragraph: The purpose of this notice is to obtain market research information from the small business community which will assist the government in determining if there are two or more small business concerns, i.e., small business, 8(a) concern, HUBZone small business, small disadvantaged business, woman-owned small business, veteran-owned small business or service-disabled veteran-owned small business that are capable of providing the described services. SBA endorsed joint ventures or teaming arrangement will be acceptable. The government's determination on how to compete the proposed requirement will be made based on responses to this notice and is at the sole discretion of the government. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The applicable NAICS code is 541380, Testing Laboratories and the size standard is $14.0 million. Background: Current assessment of immunotoxicity for hazard identification and mode of action purposes utilizes a tiered approach that may include the generation of observational data, measurement of immune function, and evaluation of host susceptibility to neoplastic or infectious disease. These studies are time and resource intensive. In vitro approaches for some aspects of immunotoxicity, in particular the identification of contact allergens, have been quite successful. However, while in vitro tiered testing approaches have been proposed to evaluate immunotoxicity, we currently have no reliable way to increase throughput to screen chemicals for immune suppression. Zebrafish offer an attractive alternative to traditional animal screening and prioritization because the development and function of their immune system is similar in nature to traditional rodent models. Tracking the effects of chemicals on immune system development in the zebrafish models can be done over a shorter time span as innate immune system function can be assessed within days of fertilization. However, before zebrafish assays are adopted for chemical screening and prioritization, the results from traditional rodent studies must be compared to zebrafish assays to ensure that the results are consistent with each other. Purpose and Objective: The purpose of this effort is to conduct a pilot study to determine if the result from functional immunotoxicity assays performed in zebrafish correspond with results derived from the traditional rodent studies carried out by the National Toxicology Program (NTP). Specifically, the Contractor shall test a panel of Tox21/ToxCastTM chemicals previously found to target the immune system in traditional rodent models in an embryo zebrafish model system using two functional assays (bacterial burden assay and reactive oxygen release assay). Project Requirements: The NTP seeks to acquire data resulting from the screening of a panel of defined chemicals in a wild type embryo zebrafish model. The goal of this effort is to generate functional immunotoxic correlates to those identified through traditional rodent toxicity studies in the embryo zebrafish model to ensure that immunotoxicity screening assays in the zebrafish reflect the observed outcomes in traditional studies. Specifically, the NTP requires the screening of chemicals previously found to target the immune system in traditional rodent models in the embryo zebrafish model. To accomplish the goals a contract will be awarded to conduct two specific functional immunotoxicity assays in accordance with the protocol designs approved by the NTP: 1) a bacterial burden assay and 2) a reactive oxygen release assay in the embryo zebrafish model. The panel of 12 chemicals will be provided by the NTP. All other chemicals, supplies, equipment, facilities, and staffing shall be provided by the Offeror. Period of Performance: It is anticipated that the period of performance will be 12 months. The anticipated period of performance is scheduled to begin on Q4 2014. Information Sought: All interested small businesses are invited to submit two (2) hard copies of their capabilities statement of not more than 20 pages (not including past performance information). The capability statement should be tailored to this notice and specifically address the company's capabilities to provide the services outlined above and the company's experience. Additionally, the response must include past performance information on Government (including GSA or other GWAC) and non-government contracts and the dates those contracts were held. The cover letter submitted in response to this notice should include: 1) company name, address, point of contact, telephone number, fax number, email address 2) DUNS number 3) the socioeconomic status of the company, i.e., small business concern, 8(a) business, HUBZone small business, small disadvantaged business, woman-owned small business, veteran-owned small business, and/or service-disabled veteran-owned small business 4) Small Business Certification, if any. Capability Statements shall include: • Demonstration of successfully conducting the specified functional assays within the past 12 months in a medium-to-high throughput platform (96 or greater well platform) • Sample protocol for the conduct of the specified assays, including the output of the organization's zebra fish breeding colony • Examples of prior completed studies of a similar nature for Government and non-governmental sources, and references • Organizational chart to include expertise, experience, and formal and other training All questions must be sent in writing via e-mail and received before the due date for response. Respondents will not be notified of the results of the evaluation. Capability Statements will not be returned. Firms are advised that this notice is not a Request for Proposals (RFP). The notice shall not be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract on the basis of this notice or responses thereto. No reimbursement will be made for any costs associated with providing information in response to this notice. Responses to this notice will not serve as a proposal, bid, or offer, and will not be used by the Government to form a binding contract. The sole purpose of this notice is to assess the capabilities and interests of small business concerns in performing these services so that a determination can be made on whether or not this requirement will be set-aside for small business. Once that determination has been made, a presolicitation or solicitation notice will be posted.
