- 3rd Battalion, 160th Special Operations Aviation Regiment (Airborne) requires airfield facility support in southern Mississippi for a three-week Battalion Situational Training Exercise (STX) that will include two 3/160th Flight lead evaluations, inter-agency quote mark Exercise quote mark validation, and four full mission profile (FMP) targets with C/3/7 Special Forces Group(A). The contractor shall support 3/160 with a facility to act as a forward operating base (FOB) for the duration of the exercise. The facility must provide capabilities that allow staging of special operations forces and aircraft for a minimum of a two week period or longer beginning on or about 11 August 2014 in the southern portion of Mississippi. The facility must allow for the storage, handling, and use of both sensitive items and classified material IAW DoD policy. 2.1.1 The contracted facility must have the capability to land, park, fuel, and download a U.S. Air Force C-5 Galaxy aircraft or equivalent. In addition, the location must have the ramp space to park 3 x MH47G Chinook helicopters and 3 x MH60M helicopters simultaneously along with the structure to house these aircraft for maintenance or inclement weather. 2.1.2 The contracted facility will have the following capabilities and equipment: 1) 24 hour Jet-A AVGAS hot/cold refuel capabilities and arming points. 2) 24 Aircraft rescue and fire-fighting coverage available on the airfield during the period of performance. 3) The airfield location associated with the facility must have the capabilities for multiple fixed wing and rotary wing aircraft types to land under instrument meteorological conditions. 4) The national airspace associated with the facility must be approved for day, night, and NVG operations 24 hours a day, 7 days a week. 5) The location will have a DoD certified Airborne DZ or one located nearby. 6) The facility must have the capability to store sensitive items such as night vision goggles, weapons, and ammunition IAW DoD storage policies. 7) The user requests the location have a small arms range for weapons training either on site or in close proximity to the location. 8) The facility location will have limited access points and the ability to institute9) The facility will have the ability to provide food service for up to 250 people four times a day; one meal will be served at midnight to facilitate 24 hour operations. 10) The facility will have the capability to provide housing, hard structure or tent space, for task force comprised of up to 250 service members. 11) The facility will have a potable water source to accommodate up to 250 service members. 12) The facility will have the capability to provide laundry services/machines as well as personal hygiene areas to include showers. force protection measures allowing for safe operation of the visiting unit.
