- This is a Pre-Solicitation Notice for US Army Contracting Command - Rock Island (ACC-RI) Solicitation W52P1J-14-R-0162; which serves as a notification to Industry for the forthcoming procurement for Chain Tie Down Assemblies for Circular Anchor Holes. This notice does not constitute a solicitation for proposals. The Government intends to issue Solicitation W52P1J-14-R-0162 in support of the US Headquarters Surface Deployment and Distribution Command (SDDC), requirement for Chain Tie Down Assemblies for Circular Anchor Holes. The contractor shall provide chain tie down assemblies required for use in securing military vehicles, trailers, and or other types of cargo onto DOD owned rail flatcars. The chain tie down assemblies shall conform to the requirements of Association of American Railroads (AAR) Open Top Loading Rules (OTLR), Section 1, Part 2, paragraph 21 current as of the date of shipment. The chain tie down assemblies and each component or part, shall be composed of all new material. The components include removable chain anchor, load binder, compression unit or shock absorber, chain, chain length adjustor, metal tag, and clevis-type hook. The anticipated date for release of the Request for Proposal (RFP) is on/or about 31 July 2014. The Government intends to award a single Firm Fixed Unit Price (FFUP) contract. The awardee will be selected on a Lowest Price Technically Acceptable (LTPA) basis. It is anticipated that this procurement will be a 100% total Small Business Set-Aside. Be advised that all interested parties must be registered in the System for Award Management (SAM) database in order to receive a contract award. The NAICS code for this procurement is 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing). CAUTION: This solicitation shall be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access FedBizOpps to obtain the solicitation and any amendments, which may be issued. Failure to obtain any said amendments and to respond to them by the date and time set for receipt of proposals may render your proposal nonresponsive and result in the rejection of the same.
